Renovation of a water / sewer project in Cleveland, Tennessee. Conceptual plans call for the renovation of a water / sewer project.

**As of September 05, 2025, the project is canceled. Project is no longer needed.** The Project consists of the following major elements: Furnishing, delivering, and installing all material, equipment and products for the construction of the WWTP such that furnished product is fully functional and operational. The work includes but is not limited to lagoon treatment, drip system, earthwork, cast in place tank, CMU building, piping systems, pumping equipment and controls, new electrical power system, mechanical HVAC, painting and miscellaneous metals. The work will be awarded in one Contract. Contract time is 365 consecutive calendar days. The work shall be substantially completed within 335 consecutive calendar days. Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Tennessee and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five percent of the Bid. All bidders must be licensed General Contractors as required by the Contractor's Licensing Act of 1994 of the General Assembly of the State of Tennessee and qualified for the type of construction being bid upon. This project is being supported with the American Rescue Plan Act (ARPA) and is administered through the TDEC State Water Infrastructure Grants (SWIG) agency. Therefore, certain restrictions and other federal requirements are attached to this opportunity. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The Owner hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Owner is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. The Copeland "AntiKickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractors must not appear on Sam.gov disbarment list. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear online disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. Compliance with the following certifications is required: Byrd Anti-Lobbying Amendment Certification Iran Divestment Act Certification Debarment Certification Non-Boycott of Israel Certification Disadvantaged Business Enterprises (DBE) Requirements: This project involves ARP SLFRF funding and does not involve the SRF Loan Program. Certain documents within this manual contain references to the SRF Loan Program DBE requirements. No documents are required to be submitted to the SRF Loan Program for this project. These documents are being provided as guidance for soliciting DBE participation. This project is funded through a TDEC ARP grant and therefore must assure that small and minority businesses, women's business enterprises, and labor surplus area firms are used when possible (2 CFR Part 200.321 ). The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. The Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise.
