**As of July 23,2025, the project was awarded to Highway Markings, Inc for a $450,237.50 and Superior Pavement Marking, Inc for $454,550.00, with a total awarded amount of $904,787.5** CITY OF CLEVELAND is accepting sealed bids for the furnishing of all tools, labor, materials and equipment necessary for installation of Street Striping and Thermoplastic Markings. The City of Cleveland, Tennessee, through its Council Members, reserves the right to reject any and/or all bids, to waive any formalities and informalities in the bids received, and to accept any bid which in its opinion may be in the best interest of the City of Cleveland All inquiries, questions, and requests for information concerning this solicitation should be directed in writing to Kristi Powers, Budget/Purchasing Coordinator at kpowers@clevelandtn.gov. The deadline for submitting questions is June 9, 2025, at 12:00 PM, EST. Scope of Work The proposed project shall consist of retracing existing centerlines, lane lines, edge lines, installation of new edge lines, retracing existing stop bars, crosswalk lines, and island borders at specified locations within the City Limits of Cleveland. This project shall conform with the plans and specifications here in and under direction of the City Traffic Engineer. The contractor shall furnish all materials, labor and equipment necessary for completion of this project in accordance with the attached plans and specifications. As per Subsection 102.03 of the January 1, 2021 TDOT Standard Specifications for Road and Bridge Construction, any and all quantities that appear herein are strictly estimates used for bidding purposes only and are not to be implied nor inferred as being guarantees. The City is obligated to buy only that quantity needed during the term on this contract. The City reserves the right to perform pavement marking installations with its own forces or by construction contracts within the limits of this contract. Nothing shall relieve the contractor of his responsibilities toward the safety and convenience of the general public and the residents along the highway. Completion of Work New Installation: Contractor will be required to be on site to perform work within 15 days after a work order is issued. Maintenance: A schedule of streets that the City anticipates striping annually will be provided to the successful bidder(s). The contractor is required to be on site to perform work within 45 business days after the work order is issued. Time of Work All paint work must be completed at night between 6PM and 6 AM. There are no time restrictions on thermoplastic work. General Requirements All items of work, specified or incidental, shall be installed in accordance with the latest revisions of the Tennessee Department of Transportation Standard Specifications for Road and Bridge Construction, Standard Roadway and Structures Drawings, and the specifications of the manufacturer. These specifications and drawings are hereby incorporated as if included. The Contractor shall submit a plan of operation indicating materials to be used and application constraints which apply, including maximum rate of application, temperature and weather limitations, etc. Any construction requirements which differ from those included in this document, must meet the approval of the Engineer. All equipment must be approved for use by the Engineer prior to work beginning. 8 Cleaning of the pavement prior to marking may be required. In some instances, there may be a buildup of material on the pavement which normal methods cannot remove. When this occurs, the Engineer shall direct that the pavement to be cleaned by power-broom or by hand before the placement of any pavement marking material is allowed to continue. When power or hand sweeping are required the work shall be measured along the center of each line and payment will be made by the linear mile under Item No. 716-50.01. Furthermore, the Engineer shall require that no markings are applied to areas of pavement when any moisture remains on the surface, or when wind conditions are such to cause a film of dust to be deposited on the line areas after these areas have been prepared for marking. The contractor will be required to establish all pavement markings in accordance with the currently adopted version of the Manual on Uniform Traffic Control Devices only on those sections of roadway where the existing markings have deteriorated to the point where they are not visible enough for the marking machine operator to retrace and at locations where the pavement markings have been changed, thereby creating conflicting markings such that the marking machine operator cannot determine which markings to retrace. All other markings shall be retraced as they appear in the field. The maximum speed of the equipment during application shall not exceed that which the pavement marking material manufacturer has determined to be appropriate to achieve the desired results; i.e., mil thickness, line width, bead dispersion, etc. In no case shall the maximum speed exceed 15 miles per hour without the Engineer's written approval of the manufacturer's statement to that effect. All work shall be performed under the supervision of the City Sign Shop Supervisor or his designee. The Sign Shop Supervisor or his designee may approve or reject any and/or all work or materials. Paint Painted pavement marking materials shall meet or exceed the material and physical requirements found in the Standard Specifications for Road and Bridge Construction 2021, Section 910.02 Quick Dry Traffic Marking Paint (White and Yellow). Thermoplastic All thermoplastic pavement marking material shall be listed on the Tennessee Department of Transportation's Qualified Products List. Drop on glass beads shall meet the requirements in Subsection 910.02 (b) of the January 1, 2021 Standard Specification for Road and Bridge Construction. The pavement-marking material shall be applied at a thickness of not less than 0.040-inch for all installations. Thermoplastic sections that are on concrete shall be primed according to the current edition of the Standard Specifications for Road and Bridge Construction Subsection 716.03 before installing new markings. Traffic Control The Contract shall establish and maintain traffic control work zones and all traffic control devices according to these notes, the State of Tennessee currently adopted edition of the Manual on Uniform 9 Traffic Control Devices (MUTCD) defined under the Rules of Tennessee Department of Transportation Chapter 1680-3-1, and the Standard Specifications. Arrow boards utilized for traffic control under this contract shall be "Type B" flashing boards as defined in the MUTCD or an approved equivalent (see Std. Dwg. T-FAB-1). The flashing arrow board on the striping unit shall be mounted so when in the raised position the left gun operator can see to the rear without placing himself outside the left side of the truck bed. When operations are stopped for reloading the striping unit, all vehicles shall be off the traffic lanes entirely with the trailing flasher operating in warning configuration. On two lane roadways where it is not possible to be stopped off the traffic lanes, a suitable traffic control work zone will be established as per the current MUTCD to facilitate the loading procedure while allowing for the safe flow of traffic around the operation. None of the Contractor's barrels will be allowed to be carried on a trailing vehicle with a truck-mounted attenuator unless they are restrained with devices approved by the Engineer. Traffic flow around the work in progress shall be maintained. All work shall be accomplished with the traffic flow instead of opposing traffic. All traffic control work zones shall be established by the Contractor in accordance with the requirements of the State's currently adopted edition of the Manual on Uniform Traffic Control Devices (MUTCD). The Contractor shall furnish shadow vehicles as recommended in Chapter 6 (Fig. 6H-4, 6H-17, and 6H-35) of the MUTCD for shoulder, two-lane, and multi-lane mobile traffic control work zones. All optional truck or trailer mounted attenuators for the shadow vehicle(s) in Figures 6H-4, 6H-17, and 6H-35 of the MUTCD are required for mobile operations. All shadow vehicles in a mobile operation shall be equipped with truck or trailer mounted attenuators. A work vehicle cannot be utilized as a shadow vehicle. All ramp and lane closures including traffic control for mobile operations must be requested by the Contractor and approved in advance by the Engineer. All requests shall be made a minimum of seven (7) days in advance of the anticipated work. All work including the set-up and removal of traffic control work zones shall only be allowed as scheduled and approved by the Engineer. Signs and channelizing devices for lane closures shall be erected immediately before work begins each day and shall be removed at the end of work each day to permit traffic to have unrestricted use of all traffic lanes when work is not in progress. The contractor shall sign and mark all Stationary Work Zones in accordance with the construction traffic control plans shown on the Standard Drawings: T-WZ-11, T-WZ-36, T-WZ-40, T-WZ-41, and T-WZ-42. The costs of all traffic control devices required for a Stationary Work Zone are to be included in the unit price bid for Item No. 712-01.50 (Maintenance of Traffic). Only one payment will be made for all maintenance of traffic erected in a single work site in a single day. Lighting costs for nighttime work are to be included in Item No. 712-01.50 (Maintenance of Traffic). The costs for retracing traffic control and lighting for nighttime work are to be included in the unit price bid for other items of work. 10 In the event the pavement marking operation causes an unsafe situation, the Sign Shop Supervisor or his designee may stop work and reset working schedules with the contractor. Decisions of the Sign Shop Supervisor or his designee in all matters concerning quality or materials and workmanship shall be final.
