The City of St. Petersburg ("City") is seeking bids from qualified Contractors for improvements at Albert Whitted Airport. The scope of work includes installing an emergency backup generator at the airfield vault, as well as upgrading and replacing outdated wiring, chases, regulators, and other worn components. Additional work will involve structural and building system enhancements, including electrical and HVAC upgrades. The project also encompasses site improvements such as grading, sodding, installing an asphalt access driveway, constructing a gravel bed, and modifying the existing drainage system. Minimum Requirements/Qualifications At a minimum, Contractor shall meet the following qualifications: Have successfully completed a minimum of three (3) projects in the five (5) years preceding the advertisement for this Solicitation, and whose project superintendent has also successfully completed a minimum of three (3) projects in the five (5) years preceding the advertisement for this Solicitation, in which each of the projects meet or exceed the following qualification requirements: Two (2) projects must include: Airfield Electrical Work Generator and Fuel Tank Installation One (1) project must include: Construction of similar size and scope for a government agency Each of the three (3) projects must have a construction and/or renovation value in excess of $1,000,000.00. Failure to demonstrate compliance to the above requirements will render the Bid non-responsive. 4.3. Maximum Contract Completion Time Contractor shall commence the Work within ten (10) calendar days after the City issues the Notice to Proceed. After issuance of the Notice to Proceed, the Contractor shall: Reach Substantial Completion of all Work within ninety (90) calendar days, and Reach Final Completion within thirty (30) calendar days after the City's delivery of the punch list. 4.4. City's Responsibilities At a minimum, City shall provide and meet the following responsibilities: City shall provide a point of contact (City Project Manager) to administer the Agreement. City Project Manager shall assist with planning, strategy, and objectives prior to performance of the Work. City Project Manager shall promptly respond to issues and inquiries so as not to hinder the progress, completion, or compensation for the Work. What is the engineer's estimate for this project : $ 1,729,970.00 Construction $1M-$2M 7.1. Consideration of Sea Level Rise and Resiliency It is the policy of the City to apply the consideration of sea level rise and resiliency to the City's decision-making, including in the procurement of City construction projects. Vendors are encouraged to provide documentation addressing the following: Whether the project considers the latest regional best available science regarding the effects of sea level rise, climate- related vulnerability and resiliency in St. Petersburg; Whether the project affects an area that is vulnerable to the impacts of sea level rise; Whether the project will increase the resiliency of the City with respect to sea level rise; Whether the project is compatible with the City's sea level rise mitigation and resiliency efforts. 7.2. Small Business Enterprise (SBE) Vendor agrees to be subject to and shall comply with the requirements for designating the percentage of work identified in the Scope for small business enterprises (as defined in Section 2-232 of the St. Petersburg City Code), or making a good faith effort to do so, as those requirements are set forth in Chapter 2, Article V, Division 4, of the St. Petersburg City Code, as may be amended from time to time (collectively, "SBE Requirements").
