Site work and paving for a mixed-use development in Fountain Hills, Arizona. Design plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
As of October 20, 2025, this project is in the design phase. An engineer has been selected for the project. Bidding and construction is estimated for July of 2026. *The closed solicitation has been included below for reference: The Town of Fountain Hills (the "Town") is issuing this Request For Qualifications (this "RFQ") seeking statements of qualifications("SOQ") from qualified, licensed firms ("Vendors") interested in providing professional services for a qualified engineering consultant to prepare full construction plans, specifications, and cost estimates for streetscape improvements within the Downtown Area (the "Services"), as more particularly described in the Scope of Work. In accordance with the Town's Procurement Code, the Town will accept sealed SOQ for the Services specified in the Scope of Work. Background The project consists of: - Verde River Drive: From Avenue of the Fountains to Palisades Boulevard - Parkview Avenue: From La Montana Drive to Saguaro Boulevard The improvements will enhance walkability, accessibility, and visual appeal in support of the Town's Downtown Visioning efforts. This project will build upon prior conceptual design work. General Requirements - All work must comply with Town of Fountain Hills Engineering Standards, MAG Uniform Standard Details and Specifications, ADA/PROWAG. - Consultant shall carry appropriate professional liability insurance and comply with all applicable federal, state, and local regulations. - The project will be managed under a standard Town Professional Services Agreement. The consultant shall develop plans and specifications that incorporate: - New ADA-compliant sidewalks and curb ramps - Street lighting - Street trees and landscape buffers - Street furniture including benches, waste receptacles, and bike racks - Pedestrian signage, crosswalk enhancements, and corner bump-outs - Design-level cross sections and photorealistic or rendered visualizations All improvements must comply with applicable design standards and enhance the pedestrian environment, shade, and safety of the corridor. 2.2. Design Phases and Deliverables 1. 30% Design Submittal (October-November 2025) - Field verification and integration of base mapping (provided by Engineering Alliance, Inc.) - Utility coordination and identification of conflicts - Refined typical cross sections and conceptual layout - Preliminary hardscape, lighting, landscaping, and signage concepts - Draft opinion of probable construction cost (OPCC) - 30% plan roll plots for Council presentation - Attendance at Council meeting to support Town staff and respond to questions 2. 90% Design Submittal (April 2026) - Civil plans (demolition, grading, drainage, paving, striping, signage, lighting, and landscape) - Draft technical specifications - Street furniture details and lighting cut sheets - Updated OPCC - Utility clearance coordination and resolution - Council roll plots and support at public meeting 3. 100% Final PS&E Submittal (May 2026) - Final construction plans, specifications, and cost estimate - Final design cross sections and renderings - Bid-ready package including special provisions and quantity take-offs - Electronic deliverables in PDF, CAD (AutoCAD/MicroStation as specified), Word, and Excel formats 2.3. Project Team Requirements - Harington Planning + Design - Engineering Alliance, Inc. (DBE) - Land surveying and base mapping - CS Engineering - Electrical design 2.4. Meetings and Presentations The consultant shall: - Conduct a project kickoff meeting with Town staff - Participate in monthly coordination meetings - Stakeholder meeting/public open house - Attend and support Town presentations to Town Council at 30% and 90% milestones - Provide ongoing coordination with utility agencies and stakeholders as needed Question Deadline 05/29/2025 at 5:00 PM MT All Inquiries regarding this RFQ shall be submitted via the Town's e-Procurement Portal
