The work is located on arterial roads, collector streets, residential streets, and asphalt concrete (AC) pathways throughout the City of Pleasant Hill. It includes the excavation (or grinding), removal, and replacement of asphalt concrete for pothole repairs, as well as asphalt concrete overlay work on AC pathways. A schedule of sizes and locations is included in the bid package. Based on bid results, up to an estimated 130,000 square feet may be repaired at depths ranging from 3 to 6 inches. Bids must be submitted on the City's Bid Forms. The Contractor shall begin work no later than three working days following the beginning date specified in the Notice to Proceed (which may be hand delivered or sent by facsimile). The Contractor shall complete all the work on the project within thirty (30) working days after the beginning date specified in the notice to proceed. The City of Pleasant Hill will allow a flexible start date on this project, at Contractor's request, by delaying issuance of the Notice to Proceed up to ninety (90) calendar days after the date of the Notice of Award, but no later than September 15, 2025. The Contractor shall complete all the work on the project within thirty (30) working days after the beginning date specified in the Notice to Proceed. No contract shall be awarded to a contractor who has not been licensed in accordance with the provisions of Chapter 9, Division III, of the Business and Profession Code, Section 7000 et seq., known as the Contractor's State License Law. The contractor shall possess a Class A license at the time the contract is bid. Each Bidder shall guarantee the total bid price for 180 days from the date of bid opening. Each bid shall be accompanied by a certified or cashier's check or bid bond in the amount of 10% of the total bid price. This security shall be payable to the City of Pleasant Hill, as guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required bonds and insurance and will prepare the required submittal documents and execute the Agreement. Under Public Contract Code Section 20170, all bid bonds must be executed by an insurer admitted to transact surety insurance in the State of California. The City reserves the right, after opening bids, to reject any and all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as may best serve the interest of the City.
