Site work and paving for a mixed-use development in Newport News, Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The purpose of this Invitation for Bids (IFB) is to establish a contract with a qualified Contractor for the provision of all Work and Materials for the construction of new turn lanes, ADA improvements, and signals at the following Intersections: Jefferson Avenue and Brick Kiln Boulevard/Walmart Way; Jefferson Avenue and Habersham Drive; and Habersham Drive and Chatham Drive, in accordance with this specifications of this IFB. Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all Bidders that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. question Submission Deadline:January 15, 2026, 1:00pm via the City's e-Procurement portal
