Bids for the furnishing of all labor, material, services and equipment for the Demolition and Hazardous Abatement of the Addelita Cancryn Junior High School, St. Thomas, U.S. Virgin Islands. Question Cut Off Date 06/12/2025 11:59:00 PM (AST) The EEO and DBE requirements of the Virgin Islands Port Authority shall apply to this project. The bids shall be based on wage rates at least as high as the minimum rates established by U.S. Department of Labor, which are incorporated in the Bid Documents. The Contractor agrees to use local personnel for the categories of journeymen, mechanics, laborers, apprentices or trainees and local products to the maximum extent possible, whenever such policy does not increase the cost to the Owner. The Contractor agrees to follow the resident employee requirements as described in Act No. 5174, Bill No. 16-0218 of the Virgin Islands Code. All Proposals must be submitted as set forth in Section 00120 "Bid Requirements and Conditions." No Proposal may be withdrawn after the scheduled closing time for receipt of Proposals for a period of one hundred twenty (120) days. Contractor must be qualified and licensed in the area or state in which he/she has their main place of business in order to place a bid or to be awarded a contract for this project. The same condition applies to subcontractors. Prior to execution of the contract, the Contractor and sub-contractors must be licensed to conduct business in the U. S. Virgin Islands. The Virgin Islands Port Authority reserves the rights to waive any informalities in or reject any and all Proposals, or to re-advertise for Proposals. SCOPE OF WORK: Addelita Cancryn Junior High School Hazardous Material Abatement & Demolition The work for which bids are invited consists of providing all labor, plant, equipment, supplies, supervision, and materials necessary to abate hazardous materials, demolish and dispose of all identified non-hazardous materials from Addelita Cancryn Junior High School (ACJHS) located in St. Thomas, USVI. Include fencing demolition area to ensure the safety of workers and public. The work may include but is not limited to the following: 1. Conduct removal of non-hazardous and hazardous asbestos-containing materials (See Attachment A, ACJHS hazardous materials test reports) . 2. Provide asbestos and lead paint abatement services to ensure the material is safely and securely removed and dispose of according to federal and local guidelines and standards established by the EPA, OSHA, and DPNR's rules and regulations. 3. Provide asbestos and lead paint disposal in a hazmat container for shipment to the U.S. Mainland EPA approved facility. 4. Provide manifest for all removed materials according to EPA's hazardous waste system. 5. Provide all air monitoring, final report/ close out documentation upon completion. 6. The Contractor shall be responsible for providing all required utilities (water, power, sanitary facilities) necessary to perform the abatement and demolition project. 7. Provide demolition and disposal services to remove existing classroom buildings, administrative building including slabs, walkways, underground utilities in accordance with local and federal laws and guidelines (SEE Attachment B ACJHS Demolition Site Plan Set). 8. Provide clean fill material for all excavated areas, compact and re-grade site to a suitable slope for site drainage preventing water ponding. 9.Provide post-demolition survey (topographic and cadastral survey) within limits of project disturbance area. 10. The Contactor shall be responsible for obtaining required permits through Department of Planning and Natural Resources (DPNR)
