The Town has been awarded grant funding through the State of CT Community Connectivity Program for construction of new concrete sidewalks on Manchester Rd between Shoddy Mill Road and Hebron Ave. This grant program has been successfully utilized by the Town for like projects on Bell St and Main St (Route 17). Sidewalk construction will improve pedestrian safety on a high-volume roadway with relatively high vehicular speeds and curvilinear geometry. The project will include pedestrian crossing improvements at the Manchester Rd/Hebron Ave intersection thereby providing safe access to Buckingham Park and the nearby Commercial shopping plaza. Design and permitting functions would be performed by Town Engineering Division staff and are not incorporated into the figures below. The grant award is in the amount of $ 796,000 with maximum program reimbursement capped at $ 800,000. These figures closely match preliminary cost estimates. Requested funding levels noted reflect expected construction costs along with an additional allowance for contingencies. Requested funding levels below reflect expected Town costs for contingencies along with the approved grant funding total. As of May 16, 2025, this project is included in the city's 2026-2030 Improvement Program (CIP). *Project information has been obtained through a public capital improvement plan (CIP).
