A. In general, the Work consists of 1. Site preparation; 2. Installation of erosion control measures; 3. Management of water; 4. Grading of surrounding landscape to remediate highwall; 5. Fine grading of slopes; 6. Stabilization of disturbed areas; and 7. Restoration of site improvements. B. The work will be divided into three reclamation project, Vache Grasse AML Project will be the first to be completed, followed by the Clark AML Project, lastly, the Highway 96 AML Project. In general, the three projects will consist of, but not necessarily limited to, the following items: 1. Vache Grasse AML Project a. Mobilizing and demobilizing to the site all necessary equipment and people to complete the work in the contract time allowed. b. Install erosion and control measures as per the approved Stormwater Pollution and Prevention Plan and as shown on the Drawings. c. Remove existing fencing within area of disturbance. d. Clear and grub vegetation within extent of disturbed area e. Dewater the pond as need to facilitate earthwork. Clark Abandoned Mine Lands Reclamation The Davis-Bacon Wage Ratesand other Federal Regulationsshall apply to this project A bid security in the amount of 5% shall accompany each bid, ifthe bid is more than $50,000.00. Pursuant to Ark. Code Ann. 22-9-203, the State encouragesall small, minority, and womenbusiness enterprises to submitbids for capital improvements.Encouragement is also given to all general contractors that in theevent they subcontract portions oftheir work, consideration is given to the identified groups. The State reserves the right to reject any or all bids and to waive any formalities.
