Site work and paving for a mixed-use development in Mankato, Minnesota. Conceptual plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; and sidewalk / parking lot.
The proposed improvements for Wilson Way, Bonnie Lane, Sylvan Way and Knollcrest Drive include replacement of sanitary sewer, watermain, storm sewer, end services, aggregate base, concrete curb and gutter, bituminous pavement, sidewalks, landscaping, and driveway pavement. Wilson Way, Bonnie Lane, Sylvan Way and Knollcrest Drive are the third phase of the Rita Road Neighborhood Construction Plan. This neighborhood has inadequate sanitary sewer depth and drainage issues, resulting in high maintenance costs and roadway deterioration. The watermain in this area is installed in phases between the 1930s and 1970s and made of cast iron and ductile iron. Cast iron is susceptible to corrosion and rusting over time. The sanitary sewer in this area is installed in phases between the 1930s and 1970s and is made of vitrified clay. Vitrified clay is susceptible to root intrusion and leaks over time. Woodshire Drive Neighborhood Construction Plan. The neighborhood generally consisting of Madison Avenue to Swiss Street and Madison Avenue to Adams Street is considered by staff to be in need of reconstruction. The primary need for reconstruction in this area is due to aging and inadequate utilities. The sanitary infrastructure in this area consists of vitrified clay pipe constructed between the 1930s and 1950s. This infrastructure is generally considered by staff to be failing due to inadequate depth of the sanitary system as it extends into the neighborhood, most specifically at the northern terminus of Jayro Court. It has been determined by staff that the sanitary mainline exiting the neighborhood through the northern terminus of Woodshire Drive can be abandoned and rerouted to travel south along Woodshire Drives southern terminus. This would increase accessibility to the line for any needed maintenance activities. This would also allow for increased sanitary mainline depth and will result in less needed maintenance in this neighborhood. This neighborhood has mostly cast iron watermain constructed between the 1920s and 1950s. It is proposed to reconstruct this neighborhood in several phases. As of May 21, 2025, The project is include in the City's 2025-2029 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
