D STREET TACOMA, WA 98421 1137 DOCK STREET TACOMA, WA 98402 AS A RESULT OF LOW-TIDE CAP INSPECTIONS PERFORMED BY THE CITY OF TACOMA IN THE THEA FOSS WATERWAY, SLOPE CAP REPAIR IS REQUIRED IN TWO REMEDIAL AREAS DUE TO THE LOSS OF SLOPE CAP MATERIALS OVER CONTAMINATED SLOPES. REPAIR ACTIVITIES WILL BE PERFORMED TO RESTORE THE SLOPE CAPS AND IMPROVE SHORELINE STABILITY TO PREVENT FUTURE EROSION. The project will implement erosion maintenance and repair work to the slope cap at the Remedial Area (RA) 3 and RA 8 sites including excavation, placement, and disposal of required slope cap materials and underlying sediments, followed by placement of quarry spall filter, geotextile, and heavy loose rip rap sized to prevent further erosion of the slope. Questions are due by: Friday, May 23, 2025 by 5:00 p.m. 1. The Project is being implemented by the City of Tacoma (City) to perform repairs to address slope cap erosion in areas of Remedial Area (RA 3) and RA 8 on the Thea Foss Waterway. 2. The original Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) remedial action conducted in 2003 included placement of a thick slope cap to cover the underlying contaminated slope in the portion of RA 3 where erosion has been observed. As part of long-term monitoring and maintenance associated with the CERCLA remedial project, slope cap repairs were made to this same RA 3 area in 2007 and 2021. The 2007 repair included removal of a debris mound present near the top of the slope and reconstruction of the thick slope cap in this area using quarry spalls as the armoring layer. The 2021 repair included the reconstruction of the thick slope cap at the top of the slope in this same area of RA 3 to address downslope movement of the slope cap material, which exposed the underlying slope and uncovered a concrete block and a small area of slag material. Quarry spalls were again used as the armoring layer during the 2021 repair. During a 2023 slope cap inspection, it was observed that the slope cap had eroded again in the same RA 3 area, again exposing the underlying slope, along with the concrete block and slag material. The Project includes reconstructing the RA 3 slope to create a more stable slope cap surface to handle the wave conditions present in this area to prevent future slope cap erosion. 3. The original CERCLA remedial action conducted in 2004 in the RA 8 erosional area included placement of a thick slope cap up to an elevation of 0 to +5 feet mean lower low water (MLLW) to cover the underlying contaminated slope. The second phase of thick slope cap construction occurred in 2014 on the upper portion of the slope (between 0 MLLW and the top of the slope at approximately + 17 feet MLLW) in the RA 8 erosional area as part of an emergency action to address the imminent failure of the bulkhead in this area. During a 2023 slope cap inspection, it was observed that exposed geotextile areas were observed at multiple locations on the RA 8 slope cap indicating the loss of some slope cap material over time. The exposed geotextile fabric was observed in areas on the upper portion of the slope cap, at or above 0 feet MLLW, where groundwater seeps are present on the slope. The Project includes excavation of the top layer of the existing RA 8 slope cap and placing a new armoring layer to prevent future slope cap erosion. C. Project Location: The Project repair locations are within RA 3 and RA 8 along the Thea Foss Waterway shoreline in Tacoma, Washinton. RA 3 and RA 8 are remedial areas that were defined as part of the Thea Foss and Wheeler Osgood Waterways Remediation Project. No address is provided for the actual project locations.
