Site work and paving for a mixed-use development in Ceres, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The work to be performed includes, but is not limited to, removing and constructing sidewalk, curb and gutter, and ADA ramps along Richland Avenue, north of E. Hatch Road. Such other items or details, not mentioned above, that are required by the Drawings and Technical Specifications Plans, City of Ceres Standard Specifications and Typical Details, and the Special Conditions shall be performed, placed, constructed, or installed. The project is located on Richland Avenue, north of E. Hatch Road. Bids are required for the entire work described herein. As a condition of award, the successful bidder shall furnish a payment bond and a performance bond on the City's forms each in the full amount of the contract price. The successful bidder will also be required to submit proof of insurance for work involved. Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the total bid price, payable to the City of Ceres. CONTRACTOR'S LICENSE CLASSIFICATION: The Contractor shall possess a valid Class A Contractors License at the time of submitting bids. CALIFORNIA WAGE RATE AND LABOR CODE REQUIREMENTS: The Contractor shall pay the general prevailing rate of per diem wages as determined by the Director of Industrial Relations (DIR) of the State of California for the locality where the work is to be performed. A copy of said wage rates is on file at the office of the City. The Contractor and any subcontractors shall pay not less than said specified rates and shall post a copy of said wage rates at the project site. No contractor or subcontractor may submit a bid, be listed on a bid proposal, or be awarded a contract for public work without proof of registration unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR. Pursuant to Business and Professions Code Section 7028.15 and Public Contract Code Section 3300, all bidders must possess proper licenses for performance of this Contract, as well as the licenses indicated in the Notice to Bidders. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Pursuant to Business and Professions Code Section 7028.5, the City shall consider any bid submitted by a contractor not currently licensed in accordance with state law and pursuant to the requirements found in the Contract to be nonresponsive, and the City shall reject the Bid. The City shall have the right to request, and Bidders shall provide within ten (10) calendar days, evidence satisfactory to the City of all valid license(s) currently held by that Bidder and each of the Bidder's subcontractors, before awarding the Contract. Notwithstanding anything contained herein, if the Work involves federal funds, the Contractor shall be properly licensed by the time the Contract is awarded, pursuant to the provisions of Public Contract Code. The successful bidder will be required to furnish a Labor and Material Payment Bond and a Faithful Performance Bond each in an amount equal to one hundred percent (100%) of the contract price. Each bond shall be secured from a surety company that meets all State of California bonding requirements, as defined in California Code of Civil Procedure Section 995.120 and is admitted by the State of California. The retainage from progress payments on this contract is five percent (5%) pursuant to Public Contract Code 7201 and 9203. The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City. Any questions submitted after the deadline will not be answered. at 209-538-5617 PRE-BID CONFERENCE Description: Questions asked by Bidders at the Pre-Bid Conference not specifically addressed within the Contract shall be answered in writing and shall be sent to all Bidders present at the Pre-Bid Conference. The Contract Time shall be 30 working days, and liquidated damages for delay shall accrue. See the Agreement and Contract Documents for details Event Bid Description: The envelope enclosing the Bid shall be sealed and addressed to the City of Ceres, 2220 Magnolia Street, Ceres, CA 95307, and shall be hand delivered or mailed to the Office of the City Engineer. The envelope shall be plainly marked in the upper left-hand corner with the name and address of the Bidder and shall bear the words "Bid for RICHLAND SIDEWALK IMPROVEMENT, PROJECT NUMBER 2522. The certified or cashier's check or Bid Bond shall be enclosed in the same envelope with the Bid. The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder (as determined per the Instructions to Bidders) and reject all other bids, as it may best serve the interest of the City.
