The City is seeking the services of a qualified architectural - engineering firm to design roughly a 160,000 KWH photovoltaic system, located at 16902 First Street, Victorville, CA 92392. The architectural plans shall include three phases of construction with associated proposals for completion of each phase separately and for the project as-a-whole. We are seeking the additional required documents for approval: Structural calculations, structural design, and grading plans. The City's goal is to have an architectural - engineering firm complete construction documents, thus allowing the City to go out to bid for construction with approved plans/drawing and construction documents. The City is requesting sealed proposals from experienced and qualified professional architectural - engineering firms to take the City through three (3) phases: architectural - engineering phase of the project along with providing construction plans of three (3) solar parking structure canopies and one (1) detached solar canopy; (Phase 1B) provide supporting architectural - engineering consultant services during the construction phases based on available grant funds; and (Phase 1C) as grant funds become available, construct additional solar parking structures to complete three (3) carport canopies and one (1) detached solar canopy. The City may elect to implement all three Phases of the project, if grant funds are available for the complete project, all at once, whereby the Firm shall provide construction administration services to oversee the bid process and completion of the carports and detached solar canopy project utilizing the full set of final working construction documents. PROJECT DESCRIPTION, OBJECTIVES, AND SCOPE OF SERVICES: The City is soliciting sealed proposals from experienced and qualified professional architectural or engineering firms to provide comprehensive services for the design and implementation of solar canopy structures. The project will be executed in three (3) phases, as outlined below: Phase 1A: Provide complete architectural and engineering services, including the preparation of construction documents for three (3) solar parking structure canopies and one (1) detached solar canopy. Phase 1B: Provide architectural and engineering consulting services in support of construction activities, contingent upon the availability of grant funding. Phase 1C: As additional grant funding becomes available, proceed with the construction of the remaining solar canopy structures to complete the installation of the three (3) solar carport canopies and one (1) detached solar canopy. The City may choose to implement all three phases concurrently if full grant funding is secured. In that case, the selected firm will be required to provide construction administration services, including oversight of the bidding process and project execution, based on the finalized construction documents. The Selection Committee will also evaluate the overall completeness and quality of the proposal, quality of references/supplemental materials, and any other factors the Selection Committee deems relevant. The term of any contract awarded pursuant to this RFP is anticipated to be for a one (1) year period, commencing on or about June-July 2025, with an option to extend for two (2) one-year periods, as determined by the City, based on available grant funding for additional structures.
