Lewis County solicits interest from consulting firms with expertise in Construction Inspection of a bridge rehabilitation project being funded with FHWA funds. This agreement will be for approximately 18 months in duration with the option for Lewis County to extend it for additional time and money if necessary. All work is required to comply with all federal provisions, WSDOT, AASHTO, Lewis County requirements and regulations. Lewis County is interested in entering into an A/E professional services contract with one professional engineering firm to provide consulting construction inspection services for the project and negotiate based on an Actual Costs Plus a Fixed Fee Agreement. The work to be performed by the CONSULTANT consists of project management, construction management including, but not limited to, preconstruction, inspection, and post-construction services, and engineering support services during construction. The project includes the following bridge retrofit Work elements: Crack Repair using epoxy injection from the outside of the box girder. Superstructure strengthening with carbon fiber reinforced polyment (CFRP) sheets. Near-surface mounted (NSM) reinforcement in deck Polyester Concrete Overlay Scope of Service Preconstruction Services The Consultant shall provide preconstruction services including but not limited to; Review of project plans, specifications and estimate and the Contract Documents Set up project electronic files, per the AGENCY-provided construction management project file structure RAMs for the PROJECT. Baseline photo log of the PROJECT, as needed. Set up Engineer of Record review/approval process. Meet on site with AGENCY personnel prior to meeting with the contractor to confirm responsibility levels and communication channels for construction. Inspection Services The Consultant shall provide the services of one (1) FTE structural inspector for the duration of the Contract to perform inspection services including but not limited to; Assist with the Administration of Contractor progress payments including: Measurement and calculation of quantities for the structural items of work-in-place also tracked by the appropriate funding source, other items as needed. Preparation of field note records (FNR's) and inspector's daily reports (IDR's) documenting work completed for the structural items; oversee and track force account (FA) work as required for structural items; oversee and manage the documentation required for payment of materials on hand (MOH) as related to structural items; assist AGENCY staff as needed for additional items to complete the project. Implementation and continuing operations to ensure that payments are accurate, and funding is not exceeded. Provide oversight, inspection, monitoring, coordination, and documentation of Contractor's activities in the construction of structural items of the Project; ensure compliance with Project plans and specifications; and facilitate project activities requiring coordination and planning with utility franchises, and other public and private stakeholders in the completion of the work, assist AGENCY staff for additional items, as needed. Field documentation relating to structural materials delivered to site and other items as needed. Review and respond to unanticipated conditions that occur during construction; Review requests to change or modify the work shown in the plans and specifications. Coordinate material testing with (TBD), and the AGENCY for structural items. Assist AGENCY staff with additional items, as needed. Prepare photo documentation of structural items work, titled by location and date, additional items as needed. Maintain a full-size set of red-line as-built plans for structural items, additional items as needed, as the construction progresses for the entire project, coordinate the inclusion of any Contractor provided as-builts/red-lines, and prepare some intermediate submittals of as-builts/red-lines to the AGENCY. Participate in "kick off" meeting with AGENCY staff. End of PROJECT final inspection and punch-list preparation for structural items and additional items, as needed. Post-Construction Services The Consultant shall provide post-construction services including but not limited to; Participating in final inspection. Tracking of punch list items as pertaining to structures Engineering Support Services - Structural The Consultant shall provide structural engineering support services including but not limited to; Attend meetings (pre-construction and up to (4) meeting during construction) Review shop drawings including material submittals and working drawings required by the Contract. Review and respond to Requests for Information (RFIs). Review and recommend field modifications including change orders Load rating of rehabilitated bridge Prepare As-Built record drawings Anticipated maximum total value of contract: $300,000. The project has a 0% DBE goal. In the absence of a mandatory DBE goal, a voluntary SBE goal amount of ten percent of the Consultant Agreement is established. The Consultant shall develop a SBE Participation Plan prior to commencing work. At the sole option of Lewis County Public Works, the contract amount may be increased to meet ongoing needs of Lewis County Public Works. Cost proposals, if included in the proposal, shall be in a concealed format and separate from the technical/qualifications of the proposal and will not be considered in the evaluation, ranking, and selection phase. Lewis County reserves the right to amend the terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
