DESIGN ENGINEERING For Raw Water Line Replacement Project from the Pump Station on the Chehalis River to the Water Treatment Plant Direct all Questions and Inquiries to Todd Turner Water Superintendent tturner@ci.chehalis.wa.us (360) 345-1226 no later than 3:00 p.m. on July 14th, 2025. The City of Chehalis is soliciting proposals from qualified engineering consultants to provide comprehensive professional services for the Chehalis River Raw Water Line Replacement Project. The project focuses on the design and replacement of critical water infrastructure with both the residential and commercial neighborhoods, located within the city limits and the Urban Growth Area (UGA). In addition, the project includes work within interjurisdictional rights-of-ways between City of Chehalis and Lewis County. Respondents must demonstrate expertise in the following areas: o Water main engineering and design, o Land surveying, o Public engagement, for an infrastructure replacement project in both commercial and residential neighborhoods, that lie within the city limits and urban growth area, o Ability to coordinate and communicate with impacted residents, utility companies, city, and county agencies, o Compliance with local, state, and federal standards for public infrastructure projects. o Bid packet preparation The City of Chehalis is requesting survey, design engineering, preparationof permits, andbid documents. A complete design bid package shall be prepared by July 16, 2025 PRIMARY OBJECTIVES The existing Raw Water Line, originally installed in 1961, needs replacement or rehabilitation (e.g., relining, if feasible). The project will include the installation of approximately 8,500 lineal feet of 18- inch ductile iron or DR 11 HDPE pipe. The selected consultant would be responsible for the following key tasks: o Design Engineering Services o Prepare construction-level engineering design plans. o Develop a detailed cost estimate. o Compile list of permits, including, but not limited to, Chehalis Public Works Standards, Chehalis Municipal Code, and applicable state and federal regulation. Field Work o Conduct field work to locate existing water main o Determine locations and viable options for replacement and/or rehabilitation. ADDITIONAL SCOPE ITEMS The project is to be managed, and designed, with the highest regards for: o Best practices, quality assurance o Cost Control and Schedule Adherence o Minimizing Impacts on property owners by giving timely updates when expected water quality or driveway access issues arise. Given the expected use of State and/or Federal funds alongside City contributions, compliance with all applicable funding requirements, to include federal, is essential.
