The city has a maximum not to exceed budget of $65,000 to complete this RFP. The consultant is expected to conduct a thorough analysis to fully understand the City's stormwater utility requirements, relevant financial plans, and the revenue needs necessary to produce both the preliminary and final reports outlined in the scope of work. Historically, the city has funded stormwater maintenance and capital improvements through the annual operating budget (General Fund) and the capital budget (Capital Fund). The recent Stormwater Master Plan recommends creating a stormwater utility (SWU), which will accomplish two things: Create a dedicated funding source. A stormwater utility fee would provide a dedicated funding source for both operations and maintenance of the existing stormwater infrastructure and the enhancement projects (local and regional) needed to reduce the impacts of stormwater runoff. A dedicated funding source would also allow the city to pursue dedicated revenue bonds or low-interest loans to access funds to complete these necessary improvements more quickly. Equitably allocate costs. A fee would more equitably distribute the cost of stormwater service to all properties based on their stormwater runoff impact. Anticipated Contract Date: July 30, 2025 Stormwater Rate Study RFP Scope of Work Stormwater Utility Analysis: The city has a maximum not to exceed budget of $65,000 to complete this scope of work. The consultant is expected to conduct a thorough analysis to fully understand the City's stormwater utility requirements, relevant financial plans, and the revenue needs necessary to produce both the preliminary and final reports outlined in this scope of work. Stormwater Utility Fee Development: The consultant shall provide current rates in other front range communities as a comparison against potential rates in Wheat Ridge. The consultant shall provide recommendations for stormwater utility user classifications to support the development of a fee schedule. The different fee schedule options should allow the consultant to consider how different financial plans, including debt issuance strategies, cash financing approaches, minimum fund balance requirements, capital project timelines, and stormwater user classifications impact the recommended schedule of proposed stormwater utility fees for different classifications. The consultant shall develop and recommend a fee schedule for both residential properties and other (multi-family, commercial & industrial) properties that recoup the necessary investment for capital projects, operations and maintenance of the system including funding required personnel and equipment purchases. The consultant will develop at least two fee scenarios utilizing bonds and low interest loans to supplement anticipated costs. After the presentation of three fee options and consulting with staff, deliver a recommended financing plan outlining revenue strategies and stormwater utility fee requirements to sustainably fund the utility's expenses over the next ten years. Staff will review the recommended financing plan and provide feedback. The consultant is expected to incorporate all staff input as needed until the plan meets staff approval. Preliminary Report The consultant is expected to prepare a preliminary report of their proposed stormwater fees for the next ten years. The report should summarize the findings of the fee study and include a narrative and examples of typical bills and information on customer impact. The consultant will be expected to send the preliminary report, address comments, any questions or concerns, and incorporate Wheat Ridge feedback into their final report. Final Report Once Wheat Ridge comments have been satisfied the consultant shall issue a final report providing their recommendations for the rate study. The total contract time to deliver a final report shall be 60 calendar days. The City reserves the right to the following: Reject any and all proposals. Accept other than the lowest price. Waive minor defects or technicalities, formalities, and informalities. Accept in whole or in part such proposal where it is deemed advisable. Make an award on the basis of the apparent greatest benefit to the City of Wheat Ridge. Alter the scope of work reasonably until a contract is executed.
