The proposed build location for the new gas station/convenience store encompasses approximately 1.2 acres and is roughly highlighted in yellow in the aerial photo attached below. The original location of the Isle Vista Casino building is highlighted in Orange. The professional services requested in this Scope of Work are intended for the build location only, highlighted in yellow. Environmental Site Assessment (ESA) Services should include, but will not be limited to the following: A. Environmental investigations that align with ASTM E 1527-13: Standard Practice for Environmental Site Assessments, and the EPA All Appropriate Inquiries Rule and its reporting requirements. B. Completion of a Phase 1 Environmental Assessment that includes the following actions: o Comprehensive records review of all databases that document the property's current and previous site use and regulatory history. o Review of all current and historical property maps, aerial maps, and fire maps. o Determinations of Recognized Environmental Conditions (RECs) through on-site reconnaissance and assessment Completion of a detailed evaluation report indicating the findings of the ESA, and if necessary, recommendations for further evaluations and investigative soil borings conducted through a Phase II ESA if contaminants are suspected or found. 3) Geotechnical Services Geotechnical Services should include, but will not be limited to the following: A. Geotechnical soil borings within the proposed build area in sufficient quantity and to an appropriate depth to allow for geotechnical interpretations of the subsoil conditions and structure. B. Evaluations of subsoil profiles to determine if non-engineered materials are present in quantities that may cause structural integrity or soil-bearing pressure concerns for the new construction. C. Completion of a detailed geotechnical report indicating the findings of the soil boring analyses and whether the build site is conducive to construction of the planned facility. o If the geotechnical report indicates a need for soil amelioration or replacement to ensure proper structural integrity of the site prior to construction, the report will include recommendations listing the appropriate next steps to achieve this goal Inquiries for proposal and procurement information should be directed to: Red Cliff Planning Department 88455 Pike Rd.
