Technical Specifications: Work described, as being performed daily shall be performed Monday through Friday between the hours of 7:00 a.m. to 4:30 p.m. unless otherwise authorized. The determination of the total daily productive man-hour requirements for the performance of all services herein is the sole responsibility of the successful Contractor. It is of the utmost importance that the Contractor utilizes skilled and productive manpower in order to satisfactorily furnish the required level of service specified in this solicitation. Failure on the part of the Contractor to utilize skilled and productive manpower may produce unsatisfactory results, which may cause the Public Works Maintenance Manager to make adjustments to the Contractor's invoice(s) for unsatisfactory or omitted work. The Contractor shall comply with applicable OSHA and Federal regulations under CFR 29; Section 1910.12 for proper training and by providing Material Safety Data Sheets proposed for use within ten (10) days of award of contract. Local Office: The selected contractor shall maintain a local office within a 50 mile radius of the City of Murrieta and shall have a competent representative available during working hours to discuss matters pertaining to the contract and who can make authoritative decisions. At all times during the term of this contract, the contractor shall provide the City with a twenty-four (24) hour per day, seven (7) day per week emergency or pager phone number. An answering service is not acceptable, except when forwarding oral complaints (which shall be followed by written notice). Within two (2) hours after an emergency call is made requesting the contractor to perform emergency services, the contractor shall be on site to commence the required service. Testing and Maintenance Description of Work: Perform the following checks, and maintenance to rollup fire doors, automatic sliding doors, overhead panel and roll-up doors and windows. Notwithstanding the wording of this Request for Proposal, the words "door" and "window" may be used interchangeably in the text but each door or window is identified in the proposal table correctly. Results from scheduled preventative maintenance checks shall be recorded on contractor's form during for each door. Prepare a cost estimate based on the Inspection Report findings to include recommendations to repair, replace, or align, and include any and all items that relate to the doors to bring back into safe serviceable conditions. Not all repairs can be made upon discovery because of parts and time constraints, however make minor repairs and adjustments immediately if possible. When a door is found in an unsafe condition the contractor is to notify the City immediately. They must provide a detailed written repair/inspection report upon completion. Reports shall contain data of original findings on each door and actions taken to correct all deficiencies. Doors shall be in safe serviceable condition when completed. All work to include the following but not limited to: Rollup Fire Door Inspection, Testing, and Maintenance: Fire Door Inspection and Drop Test in accordance with the National Fire Protection Association (NFPA) Section 80-16 latest edition and the 2016 California Fire Code or latest edition. Inspection and testing shall include but is not limited to: 5.2.3 Acceptance Testing. 5.2.3.5 Swinging Doors with Builders Hardware or Fire Door Hardware. 5.2.3.6 Horizontally Sliding, Vertically Sliding, and Rolling Doors. 5.2.3.7 Closing Devices. 5.2.3.7.3 Rolling Steel Fire Doors. 5.2.4 Periodic Inspection and Testing. o Inspection and maintenance shall be performed annually.
