The purpose of this Request for Proposal (RFP) is to solicit proposals, through a competitive process, for the purchase of a surge tank, including associated startup, testing, and commissioning services. BACKGROUND EMWD operates the Pourroy Lift Station, located near Pourroy Road and Spicebush Lane in the unincorporated community of French Valley, Riverside County. The lift station's force main has experienced multiple breaks and sanitary sewer overflows in recent years due to recurring surge events when the station's pumps shut off. To address these issues, EMWD is currently designing a project to integrate a surge tank system into the lift station. Recognizing that the surge tank is a long-lead item, EMWD intends to procure the tank ahead of final design completion. This approach will allow the installation, along with related civil, mechanical, and electrical work, to commence promptly upon the award of a separate construction contract. The selected supplier shall submit shop drawings and product data for EMWD's review and approval within one week of purchase order issuance. During the submittal phase, the supplier must confirm the fabrication lead-time and projected delivery date, enabling EMWD to coordinate with the selected General Contractor accordingly. EMWD may direct the General Contractor to receive the surge tank delivery. It is anticipated that installation will be completed within four months, following delivery by EMWD's General Contractor. The supplier's warranty shall begin upon successful commissioning of the surge tank systemTECHNICAL/SPECIFICATIONS The supplied surge tank system shall comply with the following EMWD Standard Provisions. These can be accessed under Attachment A - Specifications: 1) 09900 - Painting and Protective Coatings 2) 01430 - Maintenance Manual Requirements 3) 11005 - General Mechanical and Equipment Provisions 4) 13211 - Surge Tank and Ancillary System (Custom) 5) 16050 - Basic Electrical Materials and Methods 6) 17005 - General Instrumentation and Control Components 7) 17010 - Programmable Logic Controller A Preliminary Piping and Instrumentation Diagram (P&ID) is also included under Attachment B - P&ID forthe supplier'sreference. Itemsshown as "Red - in Scope, Provided by Surge Tank Vendor" are expected to be provided by the supplier per the specifications in this RFP. FABRICATION AND DELIVERY REQUIREMENTS AND SCHEDULE The surge tank shall be fabricated and delivered to EMWD within 21 weeks following EMWD's review and written approval of the vendor's submittals. Vendors capable of providing a shorter lead time are encouraged to indicate this in their proposal.
