The general items of work to be done hereunder consist of: Rehabilitation of Los Alamos Road from Lincoln Ave. to Whitewood Road (approximately 1 mile), Antelope Road from Mapleton Ave. to Scott Rd. (approximately .70 miles), and Elm Street from Jefferson Ave. to Adams Ave. (approximately .35 miles) includes removal and replacement of pavement failure sections, grinding/cold milling of existing asphalt, placement of asphalt rubber hot mix (ARHM) overlay, Asphalt Rubber Aggregate Membrane (ARAM), Cold Central Plant Recycling (CCPR), AC dikes, detector loop replacement, signing/striping, survey, and concrete removal and replacement for ADA curb ramps, curb/gutter, spandrel, cross gutter, and other miscellaneous concrete, utility adjustments and coordination, and other ancillary work as shown on the plans, these special provisions/specifications, or as directed by the City Engineer The link to register to become a prospective bidder and electronically bid on this project can be found at online. The classification of Contractor's license required in the performance of this Contract is Class A or Class C-12. The classification of the Contractor's license required in the performance of work related to EMWD facility adjustments is Class A or Class C-34 All contractors and subcontractors must be registered with the Department of Industrial Relations, State of California (DIR) prior to submitting a bid on any public works project, pursuant to Labor Code section 1725.5. Bids from contractors or subcontractors that are not currently registered as required will be deemed nonresponsive. This project is subject to compliance monitoring and enforcement by the DIR. Pursuant to the provisions of Section 1773 of the Labor Code of the State of California, City has obtained the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification, or type of workman needed to execute the contract from the Director of the Department of Industrial Relations. The successful bidder shall be required to furnish labor and material bonds and faithful performance bonds to the City of Murrieta in the amount of one hundred percent (100%) of the amount of the Contract. Pursuant to Section 22300 of the Public Contract Code of the State of California, the Contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the City of Murrieta to ensure performance under the Contract. Each bidder must scan and submit the following documents with its electronic bid prior to the bid date and time listed above: Proposal, Bid Bond at Ten Percent (10%) of the Base Bid, and the documents listed in the Instructions to Bidders (IB Section 2 Subsection L). The bidder can utilize a cashier's check in lieu of a bid bond in the amount of ten percent (10%) of the base bid. The work to be performed shall be completed within seventy-five (75) working days after execution of Contract and Notice to Proceed has been issued. On Los Alamos Road, all roadway work including but not limited to cold milling, digouts, AC placement, ARHM overlay, utility adjustments loop detector installation, signing and striping, and other ancillary work associated with the pavement rehabilitation shall only be done at night during the hours of 9:00pm and 5:00am, with the work week starting Sunday evening and ending Friday morning. The Contractor may be permitted to perform work associated with concrete, DLC, and survey during normal daytime working hours. All work on Los Alamos Road shall be the first item of work and completed within the first forty-five days of the total seventy five working day schedule. The Contractor and Subcontractors shall be subject to the requirements of Title 13: California Code of Regulations, Chapter 9: Off-Road Vehicles and Engines Pollution Control Devices, Article 4.8: In-Use Off-Road Diesel-Fueled Fleets sections 2449, 2449.1, and 2449.2. Contractors shall be required to abide by the requirements described in the referenced provisions and provide proof of their CARB Certificate(s) of Reported Compliance: In-Use Off-Road Diesel-Fueled Fleets.
