Online Q&A Yes Q&A Deadline 06/24/2025 4:00 PM (PDT) The City of Eastvale (City) is seeking proposals from qualified firms and organizations (Proposers) to provide professional engineering services for the preparation of Plans, Specifications, and Estimate (PS&E) for a traffic signal improvement project at the intersection of Sumner Avenue and 68th Street. This project is funded through the Highway Safety Improvement Program (HSIP) and involves converting the existing three-way stop-controlled intersection into a fully signalized intersection. A copy of the grant application has been provided for reference and uploaded to PlanetBids as a separate file (EXHIBIT I). The scope of services includes the design of a new traffic signal system, ADA-compliant curb ramps, pedestrian crosswalks, and related signing and striping improvements. All design and documentation shall conform to Caltrans, CA MUTCD, and City of Eastvale standards. Other Details Consultant shall prepare the Plans, Specifications, and Estimates (PS&E) for the Highway Safety Improvement Program (HSIP) funded signalization project located at the intersection of Sumner Avenue and 68th St. The intersection is currently controlled by a three-way stop and is to be upgraded to a signalized intersection to enhance traffic safety and operations. The City was applied and was approved for Caltrans HSIP Cycle 12 projects and this project is funded with state HSIP funds. This project must follow all applicable Caltrans Local Assistance Procedures Manual (LAPM) and Local Assistance Program Guidelines (LAPG) requirements. The Consultant shall ensure that all deliverables are compliant with current Caltrans standards and meet bid-ready specifications suitable for public works advertisement. Notes MINIMUM QUALIFICATIONS 1) The proposing firm must have at least five (5) years of experience in preparing PS&E packages for state funded transportation projects. 2) The proposed Project Manager must be a licensed Professional Engineer in the State of California. 3) Demonstrated experience working with Caltrans Local Assistance Procedures Manual (LAPM). 4) Proven success in delivering similar traffic signal projects on schedule and within budget. 5) Familiarity with City, County, and State engineering standards and permitting processes.
