Site work and paving for a mixed-use development in Eastvale, California. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The City of Eastvale (City) is requesting proposals from qualified firms (Proposers) to provide professional engineering and environmental services for the Hellman Avenue Street Widening Project. This project includes roadway and bridge design, as well as related environmental compliance. Hellman Avenue is located on the westernmost edge of the City and serves as a boundary, running in a north-south direction. It functions as a key transportation corridor, connecting the neighboring City of Ontario to the north and transitioning into River Road, which leads to the City of Norco to the south. Hellman Avenue is also designated as a truck route. Currently, Hellman Avenue consists of four travel lanes, but narrows to two lanes at Walters Street, continuing south to River Road. This lane reduction creates a bottleneck and contributes to traffic congestion. The proposed project will widen Hellman Avenue from River Road to just north of Walters Street to add an additional travel lane and sidewalk. The scope also includes widening the existing bridge(s) in this segment to support the planned improvements. The road centerline marks the boundary between the City of Chino and City of Eastvale, and the project scope is limited to the northbound side, which lies within the City's right-of-way. The project will be funded through Transportation Uniform Mitigation Fees (TUMF) and local funds. This RFP seeks to select a single consultant team to work with the City on all phases of the project. However, the City intends to provide approval for each phase individually once the associated milestones are reached, including Preliminary Approval/Design and Environmental Documentation (PA&ED), Plans, Specifications and Estimate (PS&E) and Construction phases, contingent upon funding availability. The City is seeking a qualified proposer to provide technical professional services related to roadway and bridge design along a key transportation corridor including environmental documentation, Americans with Disabilities Act (ADA) enhancements and upgrades, drainage analysis, right of way acquisition, and plan and specification preparation. See Exhibit III for the project location map. In addition to the roadway and bridge widening scope, this project also includes an optional task to develop construction plans for a school traffic drop-off and pick-up area on an existing vacant lot owned by the Orange County Flood Control District (see Exhibit IV for the project location map). The site is located within a designated floodplain and is intended to help mitigate traffic congestion associated with school operations during morning drop-off and pick-up periods. Due to the immediate need to activate use of the lot, the City intends to first implement temporary improvements, followed by permanent improvements developed as part of the broader project scope. Both the temporary and permanent improvements shall provide a functional and safe school traffic drop-off and pick-up area while maintaining full compliance with all applicable permitting and flood control requirements. The consultant should include this scope in their proposal, and it will be at the City's discretion whether to have the consultant perform this service.
