Renovation of a clubhouse / community center in Eastvale, California. Completed plans call for the renovation of a clubhouse / community center.

**As of September 15th, 2025 , this project has not yet been awarded. The project is expected to be awarded on September 23, 2025.** Award of Contract September 2025 Introduction and Background The Jurupa Community Services District Parks & Recreation Department is currently responsible for providing recreation programs, services and events; managing and maintaining over 240 acres of parkland, including 15 parks, a 35,000 square foot Community Center, a 5,000 square foot Activity Center, and a 2.5 acre special event venue in the JCSD Parks Territory within the City of Eastvale; graffiti abatement for the cities of Eastvale and Jurupa Valley; and maintaining over 4 million square feet of public frontage and median landscaping, as contracted by the cities of Eastvale and Jurupa Valley. Project Overview The District is seeking bids from qualified contractors to complete various improvements to the Harada Neighborhood Center 13099 65th Street, Eastvale, CA 92880. A. General Scope of Work 1. Exterior Painting: * Preparation Work: Contractor shall provide all the necessary personnel, materials, equipment, transportation, safety apparatus, etc. required to complete the following: * Power washing of all exterior walls/surfaces. * Repair all surfaces as required (including filling of cracks). * Ensuring walls and materials are clean and dry before painting/surfacing. o Apply proper sealants as necessary around windows and doors. * Apply protective materials to prevent spills/stains. * Painting: Apply two (2) coats of Vista paint 2000 Duratone or Districtapproved equivalent, flat paint to all exterior surfaces to ensure consistency with existing color schemes. Paints used shall be weather-resistant, anti-fade, and rated for use on the building's exterior substrate. Contractor must submit paint samples for approval prior to commencement. *All paint must match the existing colors on the building* * Finishing: * Detailing and final touch-ups as needed. * Cleanup: * Removal of all masking materials and protective coverings. * Cleaning of oversprays and spills. * Proper disposal of all waste. 2. Interior Painting * Preparation Work: Contractor shall provide all the necessary personnel, materials, equipment, transportation, safety apparatus, etc. required to complete the following: * Removal or covering of furniture and other large items. * Fixing of any holes or imperfections on the walls. * Sanding and smoothing surfaces as required. * Ensuring walls are clean and dry before painting. * Painting: * Apply two (2) coats of Vista Paint Brand or District-approved equivalent, semi-gloss paint to various surfaces specified below: * Paint all classroom interiors using an off-white color (JCSD to approve) with an egg shell finish. * Paint the entryway lobby, office, and all hallway upper walls the same light blue color as in the existing lobby; do not paint the lower FRP Paneling. * Finishing: * Detailing and final touch-ups as needed. * Cleanup: * Removal of all masking materials and protective coverings. * Cleaning of oversprays and spills. * Reinstallation of fixtures and fittings removed during painting. * Proper disposal of all waste. 3. Restroom Improvements * Remove and replace the existing FRP wall panels in the two existing restrooms and replace with new white FRP panels. New FRP panels must meet ASTM E84 Class A for flame spread and smoke development. * Remove and dispose of all existing flooring materials. * Floor preparation including moisture testing. * Supply and install Tarkett iQ Optima, or District-approved equivalent, Homogeneous sheet vinyl flooring (color to be determined by JCSD) in both restrooms with cove base and sealed edges for water protection. This includes a role base underneath. Restroom flooring shall be a commercial-grade, homogeneous sheet vinyl installed with heat-welded seams and integral cove base. Flooring must be slip-resistant, waterresistant, and compliant with ADA standards. * All floor transitions, door thresholds, and seams must be ADA-compliant and free of tripping hazards * Level all subfloors as needed to ensure smooth installation. 4. Flooring Replacement * Remove and dispose of all existing flooring materials throughout the building. * Floor preparation including moisture testing. * Supply and install wood-look LVP flooring equal to Inlet Resilient 9X48/0926V (color to be determined by JCSD), or District-approved equivalent. Installation to include LokWorx+ LVT adhesive and a moisture barrier as required. * All floor transitions, door thresholds, and seams must be ADA-compliant and free of tripping hazards * Install Thermoplastic Rubber Cover role Base of 4" - Color to be selected. * Level all subfloors as needed to ensure smooth installation. 5. Cabinetry and Workstation Installation * Reception Area * Remove existing cabinetry/workstations in designated reception area. o Purchase and install a new L-shaped workstation depicted in Exhibit "A." o All cabinetry to be constructed of commercial-grade materials suitable for public use. Final layout must be approved by the District. * Back Office Area * Remove existing countertop in designated backoffice area. * Purchase and install a new countertop in the back office area which will match the design of the countertop in the reception area depicted in Exhibit "A." * Install cabinetry under the counterspace which will match the design of the countertop within the back office area. * All cabinetry to be constructed of commercial-grade materials suitable for public use. Final layout must be approved by the District. 6. Roof Replacement * Remove and replace existing roof and dispose of old materials. * Provide and install 60 mil TPO roofs with 3.5" metal at perimeter of the roof. * All roofing installation to follow manufacturer-recommended guidelines for 60 mil TPO systems. Installation shall be by a certified installer. Include new flashing and underlayment. * Contractor shall provide a minimum manufacturer's warranty of 20 years and a contractor warranty of 2 years. * All bidders shall include within their bid a 5% allowance for the replacement of roof plywood sheeting due to water damage or dry rot. The 5% will be based on the cost of the roof replacement only. This allowance will be utilized only as necessary and is subject to approval by the project manager. Any unused portion of the allowance shall be deducted from the final contract amount. Bidders are responsible for incorporating this requirement into their total bid price. Failure to do so may result in bid rejection. * Final cleanup. * Existing gutters and down spouts to remain. * Entrance Door Replacement * Remove and dispose of existing front entrance doors and frames. * Supply and install new Kawneer 350 Medium Stile Entrance, or District-approved equivalent, double entry doors with frame. * Include ADA-compliant hardware, weather stripping, and panic bar system. 8. Interior Door Replacement * Remove all 9 interior doors throughout the building. Replace 5 standard doors with new Masonite Architectural - Aspiro Series (SC Wood Core), or District-approved equivalent, and 4 window doors with new Masonite Architectural - Aspiro Series (SC Wood Core) Factory Vision Lite, or District-approved equivalent, interior doors which will match the existing style and material of the doors. Color to be determined. * Contractor can re-use the existing door frames and hardware, including handles, hinges, panic bars. etc. 7. Interior Window Fill * Remove the existing interior window unit between the reception desk area and staff break room, including all framing, trim, and glazing, without damaging surrounding modular wall panels. * Frame in the opening using materials compatible with modular construction to ensure structural integrity and alignment with the existing wall system. * Run data and electrical wiring through the wall for the purpose of mounting a monitor. * Install wallboard or approved paneling on both sides to match adjacent interior finishes. * Tape, finish, and texture surfaces to blend seamlessly with existing walls. o Prime and paint the patched area to match surrounding colors and sheen. B. Contractor Responsibilities * Coordinate with JCSD staff for access, staging, and phasing to minimize impact on any concurrent community programming. * Provide submittals, mockups, and samples for review prior to construction, where required. * Maintain a clean and secure work area throughout the duration of the project. Daily cleanup is required. * Adhere to all applicable local, state, and federal regulations including ADA and California Building Code. C.
