The U.S. Forest Service is seeking information in connection with the Bitterroot National Forest 10-Year Integrated Resource Stewardship Contract (IRSC) for projects in the Bitterroot Front Landscape Planning Area and potentially other areas across the forest. The initiative aims to reduce the risk of catastrophic wildfire by accelerating and expanding forest restoration treatments and to support regional wood utilization by providing a consistent supply of wood products. Approximately 13,000 acres are planned for treatment over a 10-year period, with additional acres potentially added. Four project areas may be offered at contract award, with more planned annually depending on funding. A minimum of 90,000 CCF (approximately 45 million board feet) of commercial timber is anticipated over the contract life. Service work includes road maintenance, reconditioning, construction, and decommissioning (excluding reconstruction plans/design); timber removal including logging and transportation; timber sale preparation such as harvest unit layout, GPS traversing, boundary marking, interior marking, and cruising; and biomass removal including thinning, slashing, chipping, staging, and transportation. Payment terms will vary by service type, with pricing opportunities at the task order level. Projects may include mandatory and optional service items, and product value will offset service costs. Davis-Bacon wages and certified payrolls apply to road construction; Service Contract Act wages apply to non-construction services. Bonding is required for road construction per regulatory thresholds. Task orders may have performance periods of 3-5 years depending on scope.
