This project will provide the infrastructure backbone needed to allow the area surrounding Southeast Morningside Area to develop to full City standards. This CIP project sheet is a joint planning effort between the Planning and Engineering Divisions. It is a high priority goal of the City to develop this area and increase the available number of residential building lots to meet the current and future housing demands in Sioux City. In 2000, the City annexed what has come to be known as the Whispering Creek Development Area. The City Development Board raised concerns that the 600-acre Whispering Creek area was connected to the remainder of the City by a “neck” only 200-feet wide. (Annexations in ca. 2010 increased the width to about 2500 feet). In response to the City Development Board’s Concerns, City staff met with neighbors in the subject property and negotiated annexation agreements with the 23 of the 25 property owners in the area to annex their property by 2006 provided that the City design necessary public improvements by 2004. The City has not yet completed the design agreed to. Annexation of the Iowa DOT property at the Highway 75/20 interchange is again creating some extremely irregular City limits lines in the area. Cities are not allowed to annex properties in such a manner as to create islands of unincorporated area. With the subject property remaining unincorporated the developability of significant tracts of land south of the 75/20 Interchange is in question. The funds requested will be used to design infrastructure in undeveloped areas in and around the Southeast Morningside Area. As of June 14, 2025, this project is included in the City's 2025-2030 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
