This project provides assistance for infrastructure and general improvements needed in the Southern Hills commercial area to support major private investment. Significant national retail trends have had a major impact on the Southern Hills Mall with several major store closures. The decline in foot traffic and increase in online shopping has transformed what retail and malls will look like in the future. Significant investment by the property owner is being considered to avoid further decline and to re-purpose the mall property to continue to be viable. This project will allow the City to assist with infrastructure and general improvements needed to support the private investment in the property. In addition, the Siouxland Sports Academy in the neighboring Southern Square Shopping Center is an example of a viable re-use of a large commercial space. The success of this facility has generated new interest in the area. This project will also allow the City to assist with needed infrastructure improvements near the facility to continue to allow the facility to operate successfully. Funds will be used in partnership with private investment and will generate new tax dollars through increased property values. As of June 14, 2025, this project is included in the City's 2025-2030 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly.
