The City of San Rafael (City) is issuing this Request for Proposals (RFP) to solicit proposals from qualified consultants to provide environmental review services for the Dominican Valley Residential Development Project (Project) to satisfy the requirements of the California Environmental Quality Act (CEQA). The City received a SB 330 preliminary application on June 13, 2023 and a formal submittal on December 5, 2023 for a residential development project on a 20.79-acre site located at the intersection of Magnolia Avenue and Deer Park Avenue. The property is further identified as Assessor's Parcel 015-163-03. The applicant for the project is Dominican Valley LLC and the site was previously owned by Dominican University and was part of the Dominican College Campus Development Plan (ZC97-7). The proposed project involves subdividing the project site into 50 parcels and constructing 50 residential units, along with 14 Junior Accessory Dwelling Units (JADUs). The 50 residential units include the following types of housing: o 27 single-family homes (2,612 to 3,215 sf) o 17 townhomes (1,150 to 1,390 sf) o 14 attached JADUs o 6 duplex units (1,705 sf)
