The City of San Rafael's Community and Economic Development (CED) Department is issuing this Request for Qualifications (RFQ) to identify qualified consultants to provide the following on-call services: o Plan Check Review; and o Building Inspections. Respondents may choose to provide services in one or both areas. Respondents for plan check review should demonstrate a capacity to provide staff with experience reviewing construction plans and familiar with the Title 24 California Building Standards Code. Likewise, respondents offering to provide inspection services should demonstrate experience applying the building code to various projects. The intent is to have contracts in place with qualified firms to provide competent, reliable, skilled on-call staff who can complete the processing of a subset of the City's case total in a rapid, efficient manner on an as-needed basis. Successful respondents will provide on-call personnel who are skilled, punctual, responsible, and knowledgeable in their assigned area. Respondents may choose to submit proposals to provide services in one or both areas. 1. Plan Review Services The City is seeking qualified individuals and firms that provide services to perform plan review of construction documents based on the City's requirements, codes and ordinances. Plan checking services will be needed for all types of construction projects, including but not limited to new residential, mixed use and nonresidential buildings, additions and alterations to existing buildings, various types of seismic retrofits, high rise buildings subject to special life safety provisions, and any other construction work involving a permit. Plan check will consist of, but not be limited to, reviewing construction documents for compliance with the Title 24 California Building Standards Code (including Building, Residential, Plumbing, Electrical, Mechanical, Energy, Green Building Standards, Existing, Historical Building Codes), including any adopted Appendices and other codes or construction related ordinances as adopted by the State of California and the City. Additionally, the City seeks firms capable of reviewing proposals and making recommendations to the Building Official on acceptance of alternative materials, designs and methods of construction per Section 104.11 of the California Building Code.
