HEB PROJECT NUMBER 22017 WEST HANOVER TOWNSHIP MUNICIPAL COMPLEX PAVING WEST HANOVER TOWNSHIP, DAUPHIN COUNTY, PA West Hanover Township ("Township") will be accepting bids for final paving at the new municipal complex, at 7925 Jonestown Road, Harrisburg, in West Hanover Township, PA. The project includes but is not limited to the following items. Placement of binder and wearing course for the entire municipal complex from the entrance at Jonestown Road, through the admin building area and public works areas, including maintenance and protection of traffic and line painting (included ADA). Stone subbase and curb to be placed by others prior to start of work. One (1) contract shall be awarded for all paving. Bid results will be opened and displayed publicly via the PennBid Program shortly thereafter. The Township Board of Supervisors is scheduled to award the contract by public announcement at its regularly scheduled public meeting on July 17, 2025 at 6:00 p.m. Notice to proceed is anticipated to be issued on or before July 19, 2025, with work on site anticipated to begin on or about September 1, 2025. The stipulated completion of all work under this contract is within 45 calendar days. Bid security in an amount equal to not less than ten percent (10%) of the total bid is required with each bid submitted in the form of a certified check, cashier's check or treasurer's check, an irrevocable letter of credit drawn on a bank acceptable to the Owner or a bid bond with sufficient surety approved by the Owner. The bidder awarded the Contract (hereinafter Contractor ) shall furnish a performance bond and a separate labor and materials payment bond, each of which shall be equal to one hundred percent (100%) and a maintenance bond which shall be equal to fifty percent (50%) of the contract price and shall cover a period of one year following substantial completion, as security for the faithful performance and maintenance of work done under this contract and as security for the payment of all persons performing labor under this contract and furnishing materials in connection with this contract. This project is subject to the PA Prevailing Wage Rates. The West Hanover Township Board of Supervisors reserves the right to reject any or all bids or to waive any technical defects, errors, omissions, irregularities or informalities in a bid or bid procedures; and to accept any bid, or any combination thereof, which it deems to be for or in the best interest of the Township. Award of the contract, if the contract is awarded, will be based upon the lowest responsive, responsible bid using the base bid plus or minus the alternate(s), if selected, in consideration of available funding. QA - 7/3/25: Signage will be provided by others. Bumper blocks are the paving contractors responsibility. Stone will be placed, and prepared by others in accordance with the plans and specifications prior to paving. Binder can be placed for the entire site. Wearing can be placed immediately for the access drive and public works area. Based on current contractor schedules the admin building will not be complete until December. The contractor should plan to place the remaining wearing course for the admin building in the spring of 2026. A drawing showing the areas of work will be provided in Addendum #1
