Resurfacing of Meadowlark Road & Green Valley Road The Borough of Stratford reserves the right to considerthe bids for sixty (60) days after the receipt thereof, and further reserves the right to rejectany or all bids, either in whole or in part and also to waive any informality in any and makesuch awards or take action as may be in the best interest of the Borough of Stratford. Each bid shall beaccompanied by a certified check, cashier's check or bid bond duly executed by the bidderas principal and having as surety thereon a surety company approved by the Borough ofStratford in an amount not less than ten percent (10%) but in no case in excess of$20,000.00 of the amount bid. Any such bid bond shall be without endorsement orconditions. Bid shall also be accompanied by a certificate letter from a surety companystating that it will provide the bidder with the completion bond.The award of the contractshall be made subject to the necessary moneys to do the work being provided by theBorough of Stratford in a lawful manner. The contract to be executed by the successfulbidder will provide that it shall not become effective until the necessary moneys to do thework have been provided by the Borough of Stratford in a lawful manner. The award shallfurther be subjected to the securing of necessary State, Federal or Local permits governingthe work. Thiscontract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A.40A:11-1, et. seq.The right is reserved to reject any or all proposals, in whole or in part,or to make awards to such bidder or bidders who, in the judgment of the Borough ofStratford, is the lowest responsible bidder and to waive such informalities as may bepermitted by law. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project. No interpretations of the meaning of the drawings, specifications or other contract documents will be made to any bidder orally. Every request for such interpretation should be made in writing, addressed to the Engineer, and to be given consideration, must be received at least ten (10) days prior to the final date fixed for receiving bids. Any and all such interpretations and/or supplemental instructions will be in the form of written addenda to the specifications, which if issued, will be issued in accordance with applicable State Laws. Any bidder who wishes to challenge a bid specification shall file such challenges in writing with the Engineer no less than three business days prior to the opening of the bids. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of a contract.
