The estimated quantities as indicated above and on the Bid Schedule are inserted only for the purpose of determining the low bidder. The Contract letting shall be subject to the provisions of Sections 61.54, 62.15, 66.0901, and 66.0903 of the Wisconsin Statutes. Bids shall be accompanied by Bid Security in the form of a Bid Bond, certified check, or cashier's check made payable to the Owner in an amount of five (5) percent of the Bidder's maximum Bid price. If the successful bidder fails to execute the contract and furnish the required bonds within 15 days after the Award, the Bid Security shall be forfeited to Owner as liquidated damages. No bid may be withdrawn for a period of 45 days from the date of the bid opening. The Owner has the right to reject any and/or all bids received, to waive any minor defects or irregularities that may be found in the bids, and to accept the bid that is in the best interest of the Owner. Bidder awarded a contract for the work shall be required to furnish a Performance Bond and a Payment Bond in the full amount of the contract price.
