Site work for a water / sewer project in Gunnison, Colorado. Conceptual plans call for site work for a water / sewer project.

Given the history of seepage related issues and the current condition of the spillway, the initial Phase 1 Project scope will include the following: 1. A thorough desktop study of available background information and documentation. 2. Alternatives Analysis: Development of up to three possible alternatives ranging from full dam breach and removal to full rehabilitation maintaining the current reservoir size, or anywhere in between. Additional information regarding the project scope can be found in the SCOPE OF WORK section of this RFQ. Upon successful completion of Phase 1 of the project and pending funding approval from CPW leadership for construction, the Consultant may be asked by the CPW project manager to continue through design (Phase 2) and construction (Phase 3) as the Project Engineer of Record. Award of subsequent scope and fee amendments for Phase 2 and Phase 3 are at CPW's sole discretion and will be negotiated with the Consultant at the appropriate times. It is anticipated that the selected Consultant will begin work on this Project by October of 2025 with a draft Alternatives Report with a selected alternative due by February 2026 and final Alternatives Report due by June 2026. If the Consultant is asked by CPW to continue as the Project Engineer of Record, Phase 2 - Design will begin in July 2026, and Phase 3 - Construction will begin in spring of 2027 or 2028 depending upon the complexity of the selected alternative. CPW understands that there are inherent unknowns in the project that may affect this schedule and the one presented above is preliminary. However, the consultant will be expected to attempt to meet this schedule barring unexpected design delays outside of the consultant's control. The primary objective of Phases 1 - 3 of the Spring Creek Dam Rehabilitation Project is to reduce the risk to public safety by completing the design and construction of a preferred alternative that satisfies CPW's budget, recreational, and wildlife priorities. The first phase of this project will be to complete a comprehensive alternatives analysis that will provide CPW Dam Safety and Area Wildlife Staff the necessary information to make an informed decision about selecting a preferred alternative. The following summarize specific scope items anticipated to be included in Phase 1 - Alternatives Analysis of the project. a. Project Site Visit and Kickoff: Attend a project kickoff meeting at the dam site to orient the Consulting team to the project and specific issue. b. Comprehensive Background Data Review: Perform a thorough desktop study of the available historic documentation, analysis, reports, drawings, etcetera. CPW will provide all available information on file to the successful consultant for review and use. The consultant shall review and synthesize this information to help develop the potential alternatives for rehabilitation as well as develop plans for any future investigations that may be necessary in design. c. Alternatives analysis: Based upon the background data review, and in consultation with CPW considering agency goals, develop up to three design alternatives and provide schematic level drawings, preliminary analysis, and preliminary cost estimates for each alternative. At a minimum, an alternative should be sufficiently developed to demonstrate the following: a. How the alternative would mitigate or significantly reduce all risk driving PFMs b. Would the alternative positively or negatively impact downstream residents c. Would the alternative positively or negatively impact recreation and wildlife habitat d. Would the alternative positively or negatively impact water rights e. Provide sufficient detail to demonstrate feasibility and develop a cost estimate that can be used for construction funding request by February of 2026. Phase 2 - Design and Phase 3 - Construction are not currently included in the project scope but may be added later at the CPW project manager's discretion. If added, the scope and fee of subsequent phases will be determined based upon the complexity of the selected alternative and CPW's preferred path forward; however, it should be assumed that all State of Colorado Dam Safety requirements will need to be met, regardless of the alternative. If Phase 2 and 3 are added to the Consultants scope as contract amendments, this project is anticipated to span multiple years. As a result, rate adjustments may be negotiated at the time of each contract amendment / Phase change but the adjustment must be approved by the CPW project manager and the DNR procurement director. CPW understands that the professional consulting engineering industry does not follow the CPI (consumer price index), so rate adjustments may deviate from that index, however, the Consultant shall demonstrate how rate escalation requests are fair and reasonable. Rate escalations between amendments will not be allowed. Question Deadline - 07/09/2025 at 5:00 PM MT - Written questions due, see instructions provided in the Request for Qualifications Questions section of this RFQ. July 16, 2025 Compiled questions and answers posted to VSS website, see SOQ Submittal Process below. Request for Qualifications - RFQ - Design Services Description: The email must be received by the written questions due date in the Anticipated Schedule Table and should include the Project name, Consultant name, Consultant address, contact name, contact information, and questions attachment. Please include the RFQ Number (RFQ PMAA 2025*0032) in the subject line of the email. Jenna Svoboda: Jenna.Svoboda@state.co.us Approximately September 15, 2025 Start contract negotiations with selected Consultant. If construction of the selected alternative is funded, CPW reserves the right to pursue any construction delivery method it deems will provide the most value to the agency. CPW will work with the Consultant to develop an appropriate scope and fee to support the desired delivery method. CPW reserves the right to publicly re-solicit for consulting services for Phases 2 and 3, if it is deemed to provide the most value to the agency, at CPW's sole discretion. The method of Contractor Selection has not been Determined at this time.
