This Request for Documented Quotations (DQ) is issued by the State of Colorado, acting by and through the Department of Natural Resources, Division of Reclamation, Mining. The project work will include safeguarding 19 hazardous mine openings. There are 9 vertical openings and 10 admits. Closure methods include polyurethane foam plugs covered with backfill, steel grates, native rock bulkheads, cable nets, corrugated steel pipes, and backfills. Detailed work descriptions are provided below in the Work List and a copy of the Standard Work Specifications (SWS) as specified in the Colorado Inactive Mine Reclamation Program General Bid Specifications, 2009 in addition to all applicable regulations are provided on the google drive link found below. Any Contractor interested in submitting a bid for the above referenced project must attend the entire virtual pre-bid meeting by telephone/video. Registered Contractors are strongly advised to review provided information regarding the project prior to the virtual pre-bid meeting to ensure that any necessary questions and clarifications can be addressed by the Project Manager. The virtual pre-bid held by telephone/video conference is for the purpose of explaining the work, location and access. No onsite showing of the proposed project will be provided. The Project Manager will record the firms in attendance by requesting the company/individual name, mailing address, phone number and email. Failure to register for and attend the entire virtual pre-bid meeting will be cause for rejection of a bid. Pre Bid Meeting description : Interested parties must pre-register to attend the virtual pre-bid by contacting Mark Mikos at mark.mikos@state.co.us by Tuesday, March 11th at 4:00pm. Once you have expressed an interest in the project by registering, you will be emailed specific information regarding the project and details for attending the virtual pre-bid meeting by phone/video conference. Each individual may represent themselves or a single company at the virtual pre-bid for the purpose of bidding. Question Deadline - 03/25/2025 at 5:00 PM MT - Prospective Offerors may make written inquiries concerning the DQ to obtain clarification of requirements. Inquiries may be submitted to the Project Manager, Mark Mikos, via email at Mark.Mikos@state.co.us. Written inquiries must be received. The preferred method for submitting inquiries is via email with attachments in a PDF or Word format. Please use the bid number in the subject line of the email and include your name, company name, address, and contact information. Inquiries sent by fax will not be accepted. An amendment containing questions and their answers will be posted on the Colorado's website. Bidders are cautioned that, notwithstanding any remarks or clarifications given at this meeting, all terms and conditions of the contract documents remain unchanged unless they are changed by written amendment issued by DRMS. If the answers to questions, or any amendment to the contract documents create ambiguities, it is the responsibility of the bidder to seek clarification prior to submitting a bid. No Bid Bond is required for Documented Quotes. A Performance and Payment bond is required if the amount bid is $150,000.00 or greater. The Contractor shall furnish a labour and material payment bond for 100 percent of the original contract price and a performance bond for 100 percent of the original amount of the Contract. the State of Colorado reserves the right to reject any or all proposals received in response to this DQ, or to cancel this DQ if it is in the best interest of the State to do so. Failure to furnish all information, or to follow the proposal format set forth in this DQ, may act to disqualify the proposal. It is the sole responsibility of the Offeror to ensure that the proposal is signed and all required information is included. The project is scheduled for construction between June 18th, 2025 and August 16th, 2025. This includes ten (10) days mobilization time. These dates are tentative and may change. The time of completion allowed for the project is 60 calendar days after receipt of the Notice to Proceed. This includes ten (10) days mobilization time. The liquidated damages for this project will be $400.00 per day. Please see General Conditions, Article 39.
