Question Deadline 07/28/2025 at 2:00 PM ET This Request for Proposals is an invitation by the Town of Collingwood to prospective Respondents to submit proposals for the provision of Engineering Services for a New Raw Water Intake at the Raymond A. Barker Water Treatment Plant Environmental Assessment. The Raymond A. Barker (RAB) Water Treatment Plant (WTP) is located at 2 Raglan Street, Collingwood, Ontario, with an existing rated capacity of 31.14 megalitres per day (ML/d). Surface water is drawn from the Nottawasaga Bay through a submerged inlet structure, located approximately 765m offshore and then conveyed by gravity to the WTP through a 1,067mm diameter reinforced concrete pipe. The existing intake structure was commissioned in 1969. The intake also consists of chlorine, air, and sampling lines which are not currently in service. The existing plant is currently under construction to upgrade and increase the rated capacity to a Phase 1 expansion of 69 ML/d with accommodations being made for a future Phase 2 upgrade and a rated capacity of 101 ML/d. Recent operational challenges, including frazil ice formation, raw turbidity spikes, and increasing draw velocity under peak conditions, have elevated the urgency to implement a secondary raw water intake system. These issues, compounded by growth-driven demand across Collingwood and its regional water-sharing municipalities, present both a capacity risk and a redundancy concern. As such, the Town of Collingwood is initiating a Class Environmental Assessment (Schedule B) and associated engineering services for the planning and conceptual design for a new raw water intake pipe. The new intake will operate to provide the full capacity for the future Phase 2 rated capacity of 101 ML/d (intake capacity will need to be 134 ML/d) as the main supply for the plant with the existing intake serving as partial redundancy.
