City of Fort Smith, Arkansas, acting through the Fort Smith Public Safety Communications Department (hereafter, the "PSC Department"), is seeking proposals consistent with Act 1989 of the state of Arkansas 85th General Assembly Regular Session, 2005 (A.C.A. 14-58-1001) from qualified contractors who are licensed by the Arkansas Contractors Licensing Board to perform construction management/general contractor services for the demolition/replacement/construction of 911 Emergency Communications Center (ECC) located at 4501 Burrough Road, Fort Smith, Arkansas. (River Valley Communications Center The Project includes, as a minimum: 1. The demolition of the existing building. 2. Construction of a new administration & FEMA-rated hardened 911 ECC facility. 3. Construction of a 190-foot microwave communication tower. 4. Improvements to existing and construction of new parking lots with perimeter security fencing. The PSC Department desires the selected construction manager/general contractor for the project to play an active role in design reviews, scheduling, cost control, value engineering, constructability, and the preparation of bid packages in order to achieve maximum value for the City of Fort Smith. The construction manager/general contractor will manage and control construction costs by bidding out major portions of the work where feasible. All questions shall be directed in writing to Dr. Wes Milam, Director of Public Safety Communications, at the email address tmilam@fortsmithpd.org The PSC Department will assemble a Selection Committee consisting of Members of the RVCC Governing Board. 2. The Selection Committee will open and begin evaluation of Statements of Qualifications (SOQs) within 10 working days from the proposal submittal deadline. 3. The minimum qualifications the Selection Committee will consider include: a. Specialized experience and technical competence specific to the construction of emergency communications facilities (or other public safety facilities) as demonstrated in similar public works projects, b. Record of timely completion, control of costs, and quality of work specific public works projects, c. Ability to obtain Performance and Payment bonds with a two-year maintenance bond from a surety company licensed to do business in Arkansas with an A.M. Best rating of not less than A- to verify the firm's bonding capacity (include the bonding rate in the SOQ), d. Experience Modifier Rating less than 1.0.4. Written SOQs should include at a minimum the following: a. Resumes of key personnel, including the superintendent(s) to be used, b. Specific recent project experience on similar projects, including: i. Information regarding completion time vs. contract time, ii. Information on the bid amount vs. the final contract payment amount, iii. Owner or reference contact information. c. Current and projected workload, d. Proof of current Arkansas contractor's license and insurance coverage including general liability and workers compensation. 5. Following review of the SOQs, the Selection Committee will make a formal recommendation for selecting a Construction Manager/General Contractor based on qualifications to the PSC Department.
