This is a Request for Proposals (RFP) to secure consulting services to prepare a Five Year Consolidated Plan Update and the Analysis of Impediments to Fair Housing Choice for the City of Fort Smith, Arkansas covering Program Years 2026-2030. Qualified consultants are invited to request an information packet to submit a response to the RFP. A Selection Committee will review the proposals based on the following criteria: 1. Firm experience / reputation / workload 2. Experience of personnel assigned to the project team 3. Response to project objectives outlined in the RFP. 4. Ability to meet the proposed schedule. 5. Adherence to the proposed format 6. Schedule The firm receiving the highest rating will then have the sealed cost proposal opened and the city will then negotiate services. The City of Fort Smith encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, either as a general contractor or subcontractor. It is further requested that whenever possible, majority contractors who require sub-contractors seek qualified small, minority, and woman owned businesses to partner with them.
