Each bid submitted shall remain firm for at least ninety (90) days from the date of the Bid Opening and may not be withdrawn in whole or in part during that time. By submitting a bid, the bidder certifies that the bid price is held firm for that time and any extension thereof. SEPTA, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4, and Title 49,Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Non discrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, sex, color, or national origin in consideration for an award. Contractor will be required to comply with all applicable Equal Employment Opportunity laws and regulations. All bidders will be required to certify compliance with Executive Order 12549 (ineligible contractors). The contract duration is 365 calendar days (1 year) from the notice to proceed. A change, modification, or clarification to the Contract Documents can only by affected by a written Addendum issued by SEPTA via our ePS. INJECTION WATERPROOFING (SIKA 215 and/or NOH2O) The work consists of, but is not limited to, providing all labor, materials, tools, supervision and incidentals to perform inspection, preparation, drilling, injection of waterproofing system, patching drill holes, clean-up, documentation and coordination with the SEPTA Project Manager. The work consists of sealing cracks, expansion joints, wide cracks and penetrations in concrete structures using negative side waterproof methods: where holes are drilled through the structure to the positive side of the leak and, waterproofing material is pumped to the positive side where the material sets up and forms a barrier over the structure. The work shall include leak mitigation at areas throughout NRG Station and the Broad Street Tunnel from the north end of the NRG Station to a point approximately 2000 feet north of NRG Station, on the north side of the interlocking. The selected vendor shall be able to provide, apply and warranty any/all crack injection identified in this contract using both materials listed in section 2.1. The leak mitigation areas shall be identified by the SEPTA Project Manager. SUBMITTALS Product Data: Manufacturer's Technical and Safety Data Sheets on the two products to be used and incorporated into the work, including: 1. Preparation instructions and recommendations. 2. Storage and handling requirements and recommendations. 3. Proof of safe environmental behavior. 4. Recommended installation methods and procedures. 5. Site Specific Work Plans as required. PRE-INSTALLATION MEETINGS A pre-installation meeting shall be convened, at each location, a minimum five days prior to starting. During these meetings the area requiring repairs, injection and/or application shall be confirmed. A site visit shall be conducted prior to start of work to confirm work. All contractor employees working on SEPTA property shall be Transit RWP certified. PROJECT CONDITIONS Maintain environmental conditions (temperature, humidity, and ventilation) within limits of construction recommended by the manufacturer for optimum results. Do not install products under environmental conditions outside manufacturer's recommended limits. Contractor shall be responsible for reviewing any supplementary information related to the proposed work and is responsible for inspecting the work areas to determine accessibility to various locations where the work is to be performed, ascertain the conditions under which the Work will be conducted and establish the equipment that will be required to expeditiously perform the Work. No claims for additional cost will be allowed due to lack of knowledge of any existing conditions discernible from observation of the site and available sources of information. Triple component, low viscosity, elastic polyacrylic injection solvent free resin used for curtain membrane injections into damp or water saturated conditions. 2. Accessory: Pump Cleaner. 3. Accessory: Non-shrink grout. 4. Accessory: Injection Ports. B. Physical Properties 68 degree F (20 degree C) - Liquid: 1. Viscosity- +-6 Centipoise. 2. Density- 1.08 g/ml 3. p/H - +-10 C. Physical Properties - Cured: 1. Tensile Elongation (ASTM D-3574): 300%. 2. Shrinkage (ASTM D-1042/D-756): Less than 1%. 3. Properties will vary depending on application conditions. D. Reaction Times: 1. Varied reaction times suited to condition: 30 seconds-15 minutes or longer. 2. Swelling Rate: medium to high 3. Full Cure: 120% 15 days E. Certification: For the warranty to be maintained after application, where SIKA 215 is used, SIKA Corporation requires the product applicator to be certified. Vendor proof of this certification will need to be submitted with the bid documents. 2.3 APPLICATION FOR POLYMER GROUT A. Product: NOH2O as manufactured by Sovereign 1. High velocity material injected at a high hydrostatic pressure. NOH2O is extremely penetrable and once coagulated, extremely flexible. Sealed single leaks with flow rates of 2600 GPM and inflows with pressures of 2500 P.S.I. NOH2O grout is an Evolutive solution which is characterized by a steady increase in viscosity, as soon as the appropriate reagents such as Acticam100 - Atical500 - InhibitorWP - StabiliserPH - StabiliserC4 - ThickenerKK are mixed into the solution. 3. NOH2O grout is a fluid forming a hydro-colloidal solution in water and being miscible, dispersing and traveling where water travels. B. Physical Properties 1. Tensile Strength 2 100% Elongation: approx. 1.08 MPA 2. Specific Gravity: approx. 0.97 3. Elasticity: up to 350% 4. Viscosity: 2.5cP 5. Particle size: approx. 0.6nm
