Request for Proposal notice is Hereby Given That Tualatin Hills Park & Recreation District is Requesting Project Proposals From Qualified General Contractors for Design/build Scope for the Thprd Administration Facility Tenant Improvements. Design, permit, and construct the tenant improvements and enclosed parking area for the New Facility (the "Project"). The Project includes several milestones to assist with relocation requirements tied to a lease at the Fanno Creek Service Center and the District's desire to move into the Suite 100 (the Scope 1 area) as soon as possible. The Project scope includes changes to the surface lots, adding a mechanic servicing space and boardroom to the building, and several other tenant improvements. Refer to Exhibit E "Project Requirements" for detailed information. Prevailing wage requirements apply to this Project. No proposals will be received or considered by THPRD unless the proposer agrees as part of its proposal to be bound by and comply with the provisions of ORS 279C.838 and 279C.840. Design criteria drawings for the Project have already been completed and is included as Exhibits F and G. While the total area of the building is expansive, THPRD only plans to alter 17,000 SF of interior office space, with the intent to primarily use the space as-is for the remainder of the building. Exhibit F serves as a design criteria showing demolished wall plans, new wall plans, and building elevation changes. Exhibit G serves as a design criteria showing demolished sitework and new site design. The scope under the Contract (defined below and in the contract) includes developing schematic design documents. Exclusions: a. THPRD will hire a separate contractor to install the IT Server equipment. b. THPRD will hire a separate special inspection team that will work with the design-builder. c. THPRD will hire a separate furniture vendor for supply, install, and moving Scope THPRD is soliciting proposals from qualified contractors, companies, or individuals with experience in design and construction to provide professional design-build services, and to serve as the design-builder, for this Project. This Project will be carried out under one Design-Build Contract (the Contract) covering the design and construction work necessary to complete the Project, including but not limited to all labor, materials, transportation, equipment, and services necessary for and reasonably incidental to the completion of all work in connection with the Project described in this RFP. The selected design-builder will be experienced in leading a design and construction team having the expertise and capabilities to complete tasks necessary to design, permit, and construct the Project. The design-builder's design consultant shall be a professional architect, civil engineer, or similar design professional having competency in the process, interpretation, and application of regulatory design standards. The design-builder shall be creative, thoughtful, and efficient in design and close to the Project's estimated design and construction budget of approximately $5,900,000.
