Beaverton City Library seeks a consultant to lead the development of a strategic plan that centers community voice, aligns with budgetary realities, and positions the library to deliver inclusive, responsive services for the future. The consultant will design and implement a comprehensive community needs assessment, including focus groups, 1:1 interviews with stakeholders, and public surveys, with a specific emphasis on engaging historically underserved populations. This process will inform the development of a refreshed mission, vision, and values statement that reflects the evolving role of the library in the lives of Beaverton residents. In partnership with library leadership and staff, the consultant will help define strategic priorities that are both aspirational and operationally feasible. Objectives should support service equity, digital access, youth engagement, and technology literacy while aligning with staffing capacity and budget constraints. The consultant will also evaluate the current organizational structure and recommend adjustments, including a revised organizational chart, to support clear communication, effective service delivery, and long-term sustainability. The final plan will include measurable outcomes and a phased implementation roadmap that accounts for funding limitations and identifies opportunities for resource-sharing, partnerships, and grant-seeking. Success indicators and an evaluation framework will guide ongoing progress assessment and adaptability. The strategic plan will serve as a practical tool for decision-making, ensuring that Beaverton City Library continues to meet the needs of its growing and diverse community. Consultants are invited to submit a proposal outlining their experience and qualifications in performing work directly related to the services required. There will be no formal opening. Facsimile proposals will not be accepted. Proposals will not be accepted after the stated opening date and time. Late proposals will not be considered. Proposers are required to certify non-discrimination in employment practices in accordance with ORS 279A.110(4), and identify resident status as defined in ORS 279A.120(1). All Proposers are required to comply with the provisions of Oregon Revised Statutes and Beaverton's Contract Review Board Policy. The City of Beaverton reserves the right to: Reject any or all proposals not in compliance with public bidding procedures. Postpone award of the contract for a period not to exceed ninety (90) days from date of proposal opening. Waive informalities in the proposals. Select the proposal which appears to be in the best interest of the City. The City expects the Proposer selected for award of contract to start work as soon as a contract is signed no later than September 5, 2025. Please refer to Attachment A for the City's standard form of contract. The City anticipates all work will be completed on or before March 31, 2026. 3.3. Scope of Work The Beaverton City Library seeks a qualified consultant to lead the development of a strategic plan that is inclusive, data-informed, and community-centered. The plan must reflect the voices of Beaverton's diverse community, align with budgetary and operational realities, and position the library to meet emerging and future needs. The selected consultant will design and implement a strategic planning process that includes the following components: 1. Project Launch and Planning Conduct a project kickoff meeting with library leadership to establish roles, responsibilities, timeline, communication expectations, and desired outcomes. Develop a detailed project plan outlining key phases, deliverables, and milestones. 2. Discovery Phase Review and analyze internal documents and data, including usage statistics, demographic data, service and program data, budget, and staffing structure. Conduct an environmental scan, including peer library benchmarking, to identify trends and best practices relevant to Beaverton City Library. 3. Community Needs Assessment Design and facilitate a robust, inclusive community engagement process incorporating surveys, focus groups, stakeholder interviews, and outreach to underserved populations. Compile and analyze findings in a Community Needs Assessment Summary Report, identifying unmet needs, community aspirations, and service gaps. 4. Internal Assessment and Alignment Facilitate engagement with library staff and leadership to evaluate current operations, culture, organizational structure, and service delivery. Provide a written Internal Assessment Summary with recommendations for alignment and improvement to support strategic goals. 5. Mission, Vision, and Values Development Lead a collaborative and iterative process to develop revised mission, vision, and values statements that reflect staff and community input. Support consensus-building across stakeholder groups to finalize statements. 6. Strategic Priorities and Goals Develop draft strategic priorities and goals informed by assessment findings and aligned with the library's values and vision. Facilitate feedback and revision sessions with staff, community representatives, and stakeholders to ensure clarity, alignment, and shared ownership. 7. Implementation and Evaluation Framework Create an actionable implementation plan with timelines, responsible parties, and resource considerations. Establish measurable outcomes, key performance indicators (KPIs), and tools for tracking progress and evaluating impact. 8. Final Deliverables and Communication Tools Prepare and submit a final strategic plan, executive summary, slide presentation, and communication materials (e.g., talking points, handouts) for broad dissemination and stakeholder engagement. Ensure materials are accessible and user-friendly for internal and external audiences. 9. Plan Presentation and Adoption Present the finalized strategic plan to key audiences, including library staff, the Library Advisory Board, City management, and community stakeholders. Support facilitation of formal plan adoption and endorsement. 10. Project Close and Recommendations Conduct a final debrief with library leadership to review deliverables and answer questions. Provide guidance on implementing, evaluating, and revisiting the plan to ensure long-term success and adaptability. The City accepts no responsibility for non-receipt and/or delays in receipt caused by transmission and reception problems, equipment failure, or any other similar cause. There will be no Pre-Proposal Conference. 5.8. Proposal Validity Period Proposals must remain open and valid for at least 180 days from the deadline specified for submission of Proposals. In the event award is not made within 90 days, the City will send a written request to all Proposers deemed susceptible for award, asking Respondent(s) to hold their price firm for a longer specified period of time. 5.9. Withdrawal of Proposals If a Proposer wishes to withdraw a submitted proposal, it shall do so prior to the Closing date and time. 5.10. Cost of Preparing Proposals All costs incurred in preparing and submitting a proposal in response to the RFP is the responsibility of the Proposer and shall not be reimbursed by Agency. A contract awarded is expected to commence on or about expected to commence on or about August 1, 2025 and end on or before April 30,2025. Any contract awarded pursuant to the RFP that has a term of more than one year must include a non-appropriation clause. Continuation or extension of the contract after the end of the fiscal period in which the contract takes effect shall be contingent upon a new appropriation for each succeeding fiscal period. If sufficient funds are not provided in future City Council-approved budgets of the City (or from applicable federal, state, or other sources) to permit City in the exercise of its reasonable administrative discretion to continue the contract, the City may terminate the contract without further liability by giving Proposer reasonable notice. The method of Contractor Selection has not been Determined at this time.
