Ouray County reserves the right to reject, for any reason whatsoever, any and all proposals, and to waive any informality or irregularity in a proposal. Awarding of the proposal is not based solely upon low quotation price, but on overall service, quality, and "best value" to the County in accordance with the Ouray County Purchasing Policy. All questions shall be in writing and emailed to Ty Barger. Q/A: All questions relating to the proposal must be submitted via e-mail to Ouray County by 9:00 a.m. Thursday, July 10, 2025. Emailed questions will be accepted at tbarger@ourayco.gov. A complete proposal package must include Attachments A and B. All proposals shall be irrevocable 45 days from the date of the proposal opening. The successful proposing Contractor will be required to enter into an agreement with Ouray County. A sample copy of the agreement is included in this proposal package. The final contract negotiated with the successful Contractor may be modified from this sample. Contractor shall carry insurance coverage as outlined in the contract agreement. Payments to Contractor will be made upon submission and approval of invoice(s). Payments will follow normal County payment processing cycles for issuance of checks. Awarding of Proposal Ouray County reserves the right to reject, for any reason whatsoever, any and all proposals, and to waive any informality or irregularity in a proposal. The action to award a contract is subject to approval by the Board of County Commissioners. The submission of a proposal does not in any way commit the County to enter into an agreement or contract with that Contractor. Required of Successful Proposing Contractors 1. Furnish certificates of required insurance coverage naming "Ouray County" as additionally insured. 2. Furnish a completed Form W-9 "Request for Taxpayer Identification Number and Certification." To provide all required supervision, labor, tools, equipment, services, qualifications, insurance, experience and expertise to perform Supply and Installation of Fuel Equipment as specified herein in a safe, timely and efficient manner in Ouray County. Work will be performed at the following locations: 111 Mall Road, Ridgway, CO 81432; and, 980 Oak Street, Ouray, CO 81427. Goods and Services required: 111 Mall Road, Ridgway, CO 81432 - Supply and install new aboveground fuel equipment onto a prepared 16' x 20' concrete slab (detail included as enclosure (1)), as follows: UL2085 double-wall fuel tank(s) - Any combination of singleproduct and/or custom split tanks to support >2,000 gallons of diesel, >1,000 gallons Regular Unleaded (85 octane), and >1,000 gallons Premium Unleaded (91 octane). Tank system shall include standard vent with waterproof vent cap, emergency vent for each compartment, interstitial leak detection gauge, fuel clock gauge with overfill alarm, spill/overfill containment, and labor to set new tank(s), test and install tank equipment, AST install permit, mileage, per-diem, freight. - Two (2) three-product dispensers with new hoses, nozzles, swivels and breakaways. - Disconnect, remove and relocate (reinstall) the existing FuelMaster 2500 Plus fuel management pedestal with controllers to the new fuel island. - Contractor's electrician provides all electrical as required for this project. Calibrate and program dispensers, verify communication to the fuel management system. Verify proper operation of the system. Complete start-up and warranty paperwork. -980 Oak Street, Ouray, CO 81427 - Supply and install new fuel equipment onto existing infrastructure - UL2085 double-wall fuel tank(s) - Either two (2) singleproduct tanks or a split tank to support >1,000 gallons of diesel and >1,000 gallons Premium Unleaded (91 octane), installed within existing containment (replace existing tanks). Two old tanks (1,000 gallons each) will be hauled away by Contractor. New tank system shall include standard vent with waterproof vent cap, emergency vent for each compartment, interstitial leak detection gauge, fuel clock gauge with overfill alarm, spill/overfill containment, and labor to set new tank(s), test and install tank equipment, AST install permit, mileage, per-diem, freight. Re-use or replace existing tank top equipment (based on Contractor's recommendation of efficacy and economy). One (1) two-product dispenser with new hoses, nozzles, swivels and breakaways. Re-use or replace existing conduits, wiring, valves, concrete island (currently none), and piping (based on Contractor's recommendation of efficacy and economy). Install new FuelMaster 2500 Plus fuel management pedestal with hose controllers. Wireless communication kit (connectivity not yet established). Morrison AC alarm box, 2 channel for 2 tanks. Terminate electrical and program the system. Perform pulse count tests, basic software programming and use. Contractor's electrician provides all electrical as required for this project. Disconnect and remove the existing Gasboy mechanical dispenser. Old dispenser will be hauled off for disposal by Contractor. Purge, calibrate and program dispenser, verify communication to the fuel management system. Verify proper operation of the system. Complete start-up and warranty paperwork.
