Lycoming County Water and Sewer Authority (LCWSA) (Owner's Agent) is requesting Bids on behalf of the Owner ( Borough of South Williamsport and Borough of Duboistown) for the construction of the following Project: Riverside Drive Stormwater Improvements The project includes the replacement of existing and installation of new stormwater facilities in PennDOT ROW and on private land. Bids are requested for the Contract 2025-LCWSA-A01 The Digital Portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through online. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from online. For Bidders without access online, Bidding Documents can be purchased for a cost of $225 though HRG. Prospective Bidders may examine Bidding Documents at HRG, 776 Bull Run Crossing, Suite 200, Lewisburg, PA 17837 by scheduled appointment. Acceptance of hard-copy Bids will be accommodated in accordance with the Instruction to Bidders. This project is being supported in part by a federal award number SLFRP2851, awarded to the County of Lycoming by the U.S. Department of the Treasury, administered by the Susquehanna Economic Development Council of Governments A pre-bid conference will not be conducted for this Project. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. In addition to the Equal Employment requirements of executive Order 11264 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-stie construction workforce for contracts in excess of $10,000. The owner is utilizing federal funds for this project, and Lycoming County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432. As such, the bidder/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. The estimated cost for this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). The LCWSA reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the LCWSA and to reject any or all proposals.
