**As of September 18 , 2025 , This project has been awarded to  Scruggs Co., with the awarded amount of $1,081,866.99.** Furnishing all materials, labor, tools, equipment, and incidentals necessary for the installation of Street and Drainage Improvements on Tornado Road, Chapel Drive, Chapel Circle and Murray Hill located within Pierce County, Georgia for the county's fiscal year 2023 Community Development Block Grant, The Scope of Work Includes: Street and Drainage Improvements for a total of 1.449 Miles Pierce County Board of Commissioners is committed to Affirmatively Further Fair Housing. This project is funded in part by a Community Development Block Grant. The work to be performed under this contract is under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatest extent feasible, opportunities for employment and training be given to the low-income residents of the project area, and contracts for work in connection with the project to be awarded to business concerns which are located in or owned in substantial part by persons residing in the area of the project. The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening of the bids. All proposals shall be accompanied by a Bid Bond in favor of the Owner in the amount of at least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the Bidder, if awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and Payment Bonds as provided by the law and approved by the Attorney for the Owner. Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall be equal to 100 percent (100%) of the Contract amount. All work on the project must be completed within 180 consecutive calendar days of the Notice to Proceed Date. Street and Drainage Improvements for a total of 1.449 Miles The Bid Bond shall be forfeited to the Owner as liquidated damages if the Bidder fails to execute the Contract and provide Performance and Payment Bonds within (10) days after being notified that he has been awarded the Contract.
