The City of Phoenix is seeking a qualified consultant team to provide Engineering services for the Hohokam Drainage Program Set 2. Services will involve design, potential construction administration and inspection at four locations. The estimated construction cost is $18.5 million. This project will utilize General Obligation Bond Program (GO Bond) Funding. Utilization of Small Business participation is encouraged but is not required. The Hohokam Drainage Program 2 aims to implement comprehensive stormwater management solutions across multiple sites within the City. The program involves designing and constructing new storm drain systems, detention basins, and high-capacity inlets. The Hohokam Drainage Program is a comprehensive stormwater management initiative by the City of Phoenix to mitigate flooding risks and enhance stormwater infrastructure. This program involves the design and construction of multiple storms drain systems, detention basins, and high-capacity inlets across various sites identified in the Hohokam Area Drainage Master Plan (ADMP) Study within the city. The initiative is focused on improving stormwater capture, conveyance, and management through a series of interconnected projects. The proposed projects will be designed and constructed for a 10-year level of protection. Project locations: A. Basin 11 and Outfall Storm Drain ST83140138 - Highline Canal and 20th Street Basin 11 (Location: Highline Canal and 20th Street to Baseline Road): Currently, based on the developed plans and according to the Hohokam Area Drainage Master Plan (ADMP) Study, Basin 11 has a minimum of 29.3 acre-feet of detention storage. The basin is the outfall for the area's storm drain systems. Drainage from the basin is facilitated by approximately 3,199 feet of 24-inch storm drain that runs north along 20th Street, under the High Line Canal, and extends to Baseline Road within the existing right-of-way (ROW). From there, the storm drain will continue west along Baseline Road to connect with an existing 30-inch storm drain. The selected consultant will evaluate the current conceptual design configuration, existing drainage system and suggest alternatives to move the project forward. B. 20th Street / Euclid Avenue Storm Drain ST83140141 - 20th Street / Euclid Avenue Storm Drain (20th Street, Euclid Avenue and 21st Place): This proposed plan includes a storm drain system to capture drainage along 20th Street, Euclid Avenue, and 21st Place. Additionally, it connects to two existing storm drain outlets and serves as an outfall to a major lateral on South Mountain Avenue. The storm drain will be discharged at the southwest corner of the proposed Basin 11. Construction of a storm drain and high-capacity inlet to capture runoff from South Mountain. On 20th Street, the storm drain includes 1,333 feet of 48-inch storm drain and 86 linear feet of 60-inch storm drain, totaling 1,572 feet. On Euclid Avenue, there are 542 feet of 48" storm drain, of which 92 feet are for connection to an existing 48" storm drain outlet C. 19th Street / South Mountain Avenue Storm Drain and Wash Improvements ST83140140 - 19th Street: Euclid-South Mountain Avenue Storm Drain and Wash Improvements (Location: 20th Street and South Mountain Avenue - extends west from 20th Street along South Mountain Avenue, then south along 19th Street): This proposed plan element includes storm drains, a high-capacity inlet, and improvements to the existing wash (grading and construction of a block wall) to help contain flow to the wash. D. Basin 10 ST83140149 - 20th Street / 21st Place Basin 10 (Location: east of 20th Street and Dobbins Road): This plan element is a proposed detention basin located within the grounds of the Heard Scout Pueblo Boy Scout Camp (BSC). The basin should provide a minimum of 6.6 acre-ft of detention storage. The basin will be drained by two 24" basin outlet pipes (136 feet total) connected to two existing drop inlets constructed as part of the Siesta Foothills development. These drop inlets discharge to an existing 48" storm drain that will be connected to the proposed 20th Street / Euclid Avenue storm drain. Professional Services The consultant shall have demonstrated experience in design and construction administration and inspection on similar projects. Design services shall include, but are not limited to: Design Phase: Conduct detailed site investigations, including topographic surveys, geotechnical analysis, hydrological studies, and hydraulic studies. Assess existing drainage conditions and identify areas prone to flooding. Review the Hohokam Area Drainage Master Study Phase I Study Report, Hohokam Area Drainage Master Plan Level 3 - Recommended Plan Report Executive Summary, and Hohokam Area Drainage Master Plan Level 3 - Recommended Plan Report as they relate to these specific locations to validate or update findings based on existing site conditions. Develop preliminary design concepts and alternatives for stormwater management. Prepare detailed engineering designs for storm drain systems, detention basins, and related infrastructure. Develop construction plans, specifications, and cost estimates. Provide design submittals and drainage reports at the 30%, 60%, 90%, and 100% completion stages, followed by a sealed final submittal. Coordinate with relevant stakeholders, including City departments, utilities, and the public, to ensure comprehensive design solutions. Secure necessary permits and approvals from regulatory agencies. Right-of-Way Services: Identify necessary and alternative right-of-way for project implementation. Prepare necessary documents such as legal description, easement, area calculations and map exhibit. Public Outreach: Develop and implement a public outreach plan to inform and engage the community about the project. Organize public meetings, workshops, and informational sessions to gather feedback and address concerns. Provide regular updates to the public and maintain open lines of communication throughout the project duration. Post-Design Services: Assist with the procurement of a construction contractor. Review and respond to Requests for Information during construction. Perform shop drawing reviews and approvals. Provide general administration and attend construction meetings as needed. Construction Administration and Inspection Services (Possible): Provide on-site construction inspection and administration services to ensure compliance with design specifications and standards. Monitor construction progress, quality, and safety. Review and approve contractor submittals, change orders, and payment requests. Conduct final inspections and prepare punch lists to ensure project completion. This task will be controlled as an owner allowance if services are determined to be needed. A pre-submittal meeting will be held, at 200 W. Washington Street, City Hall Conference Room 5 West AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested firms attend the pre-submittal meeting.
