Bidders must be qualified under Mississippi Law and have a Certificate of Responsibility issued by the Mississippi State Board of Public Contractors. The project consists of slope stabilization, construction of earthen berms, slope grading, and constructing grouted rip rap ditches. All works shall be carried out as per Standard Specification for State Aid Road and Bridge Construction of the Mississippi Department of Transportation and the Federal Highway Administration. The entire project must be completed within 60 calendar days and the liquidated damages will be $200 per consecutive calendar day past the approved completion date. Bids will be mailed through first class mail on the second working day after receiving the payment. Neither IMS Engineers nor the ADAMS COUNTY is responsible or liable for any delays in mail deliveries. Bids shall be submitted in duplicate only upon the blank bid forms provided with the specifications and must be accompanied by Bid Security in the form of Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid. Such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the bid, execute contract and post-performance bond in the form and amount within the specified time The project is being carried out by the Adams County with funding from National Resource Conservation Service (NRCS) and supplemental funds from the Adams County. All requirements under the program that are imposed on the Adams County (as the Grantee) by NRCS (the Grantor) are applicable to this project and the Contractor shall abide by all requirements as those required by the Grantee. Owner reserves the right to reject any and all bids and to waive informalities. Bids on the Project must be received on or before the period scheduled for the Project and no bid can be withdrawn after the scheduled closing time for the Project for a period of sixty (60) days. Should a bidder find discrepancies in, or omissions from, the Drawings or Specifications or should be in doubt as to their written meaning, he should at once notify the Engineer and Architect, who will send a written instruction or interpretation to known holders of the documents.
