2025 ROADWAY PAVING IMPROVEMENTS If a prospective Bidder is in doubt as to the true meaning of any part of the Drawings, Contract Documents or Technical Specifications, he/she/they may submit to the Engineer a written request for an interpretation thereof. The Bidder submitting the request will be responsible for its prompt delivery. Any interpretation of the Contract Documents will be made only by written addendum duly issued and a copy of such addendum will be provided via the QuestCDN system for download in PDF format to each prospective Bidder of record. Neither the Engineer nor the Owner will be responsible for any other explanation or interpretations of the proposed Contract. Failure of any Bidder to receive any such Addenda or interpretation shall not relieve such Bidder from any obligation under his/her/their bid as submitted. The scope of work for Contract consists of approximately 2300 square yards of roadway milling and profiling 130 Tons of Superpave WMA scratch course 1 1/2 " Superpave WMA wearing course base repairs keyway milling structure adjustments to grade line striping maintenance and protection of traffic and all necessary appurtenances for said construction in the City of Lower Burrell. The project also includes two Add Alternatives consisting of a total of approximately 2175 square yards of roadway milling and profiling 120 Tons of Superpave WMA scratch course 1 1/2 " Superpave WMA wearing and all other necessary appurtenances for said construction. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the City. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid made payable to the City of Lower Burrell to guarantee the bidder's entrance into the contract if given the award. The City reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. The City shall (a) award the construction contract to the lowest responsible bidder therefore or (b) reject all bids received within ninety (90) days of the date of bid opening; provided however that the City may in its sole discretion delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the City has received all required approvals from other governmental agencies.
