Renovation of an educational facility in Halndle Bch, Florida. Working plans call for the renovation of a educational facility; and 53,400-square-foot, four-story above grade educational facility.

The City is seeking to procure a qualified and experienced CMAR firm to provide pre-construction services and, if applicable, construction services for the proposed Charter High School. The selected CMAR firm shall have, at a minimum, a proven track record of experience in building educational facilities similar to the projected high school. The City will value highly a CMAR firm that is a leader in the construction industry and has the experience of building successful and functional educational facilities under a CMAR model. Deadline for Questions: August 15, 2025, 3.00 p.m. Any questions concerning this Notice to Proposers shall be submitted in writing to pwbids@cityofaventura.com with "RFQ No. 2025-07" in the subject line. The City of Aventura reserves the right to request clarification of information submitted and to request additional information. The City also reserves the right to accept or reject any and/or all proposals or parts of proposals with or without cause, to workshop or negotiate any and all proposals, to waive any or all irregularities and to request re-proposals on the required materials or services. The selected CMAR firm shall have, at a minimum, a proven track record of experience in building educational facilities similar to the projected high school. The City will value highly a CMAR firm that is a leader in the construction industry and has the experience of building successful and functional K-12 educational facilities under a CMAR model. The proposed site, located immediately west of Don Soffer High School at 3151 NE 213th Street, Aventura, FL 33180, is planned to accommodate approximately 1,000 students. A. Pre-Construction Services. During the preconstruction phase, the Construction Manager at Risk (CMAR) shall provide comprehensive services to ensure project feasibility, cost efficiency, and compliance. These services include: I. Project Evaluation & Planning a. Conduct preliminary site investigations. b. Ensure quality assurance of the design. c. Provide value engineering recommendations. d. Suggest alternatives for materials and systems. e. Perform constructability and sustainability reviews. f. Review code compliance to ensure permits are attainable. II. Budgeting & Scheduling a. Prepare cost estimates to maintain budget alignment. b. Continuously monitor and control the project schedule. c. Conduct necessary testing procedures. d. Provide copies of subcontract proposals upon request. III. Guaranteed Maximum Price (GMP) Development a. Present the Contractor's Preliminary GMP to the County, based on 100% plans and specifications. The GMP shall encompass all construction elements, from initial documentation submission to final inspection and acceptance, including all required closeout documents. b. Oversee any early preconstruction work deemed beneficial by the County. IV. Design & Scope Review a. Analyze and advise on project scope, descriptions, and development data provided by the City, architects, or engineers. Shortlist Confirmed.
