Site work for a retail development in Big Spring, Texas. Conceptual plans call for site work for a retail development.

City's objectives for the Services include real estate development at the parcels and asbestos abatement at the Texas Building. The project must comply with all applicable local, state, and federal laws, including land use and environmental regulations. The Developer will promptly provide for environmental remediation, as necessary, demolition or restoration of the building(s) at the purchased property, and a building project development to result in a certificate of occupancy. Subsequent to the asbestos abatement, the certificate of occupancy is to be received within three (1) year, or a time as agreed. The intent of this RFP is to select a qualified candidate with a proven history of successful real estate development which includes their role in planning, designing, financing, developing, and constructing high quality retail developments. Developer will commence the building project to be completed and issued a certificate of occupancy within one year of the effective date of the agreement. The City is willing to negotiate as to the actual timeline. The City intends to hold the Developer to the agreed timeline. Upon selection, the contract for sale will contain a reversionary clause to the City if the Developer does not initiate construction by a certain date, and finish construction by a certain date. These dates will be subject to negotiation and will be reasonable. In the event that a reversionary clause is unacceptable, the City of Big Spring could accept a liquidated damages clause. Event RFP note: One (1) original and two (2) copies of RFP responses must be enclosed in a sealed envelope. Bids and modifications thereof shall be enclosed in sealed envelopes or sealed cartons and submitted to the address specified in the solicitation. The bidder shall show the hour and date specified in the solicitation for receipt of bids, the solicitation number, and the bidder's name, address, and telephone number on the face of the envelope or carton. Response files should be limited to letter size (8.5" x11") except as needed for drawings, renderings, and other supporting exhibits. The method of Contractor Selection has not been Determined at this time.
