Chiller maintenance services are required for the West Texas VA Health Care System at 300 Veterans Blvd, Big Spring, Texas. The contractor will provide 24/7 preventive maintenance and on-site repair services for three chillers and associated control systems: two 500-ton York chillers and two VSD motor controllers in Building 2, and one 250-ton Trane chiller in Building 18. The contractor must respond within four hours of notification of an inoperable chiller and use only OEM-compatible parts. Annual preventive maintenance includes three operational visits, one comprehensive visit, chiller tube brushing (if needed), and oil analysis. Additionally, two Johnson/York training courses per year will be provided, with the VA covering travel and accommodations. Contractors must possess a refrigerant/HVAC license, have expert knowledge of York and Trane chillers, and be certified for the required work. All service visits must be documented with detailed reports, and only new OEM parts are permitted for repairs. Emergency service requests require a qualified technician to arrive within four hours, fully equipped to begin work immediately. Preventive maintenance must be scheduled with the designated VA contact, and all work must be logged and reported to Facilities Engineering. The contractor is responsible for maintaining performance assurance logs and calibration records to meet Joint Commission standards. Contractors must comply with VA regulations regarding identification, parking, smoking, and security. Insurance requirements include $500,000 coverage for bodily injury and property damage. Invoices must be submitted in arrears and include specific service details. The contractor will not have access to VA-sensitive information, and all personnel must adhere to federal laws and VA directives regarding information security.
