The New Multi-Disciplinary Bldg, will be located at 213 University Blvd., Morehead, KY 40351. Designed to support MSU's Music and Business Administration programs, the project consists of approximately 134,806 gross square feet. The building will incorporate classroom space, common space defined in the program and all related architectural, structural, mechanical, electrical, other systems, utility work and site work. The architectural style of the building will be collegiate-gothic and have interior finishes comparable to the recently constructed Adr on Doran University Centre which is located close to the site for this new facility. All subcontracts will be executed by Rising Sun Developing. The awarded subcontractors will not hold direct contracts with Morehead State University. A sample subcontract agreement is included in the bid package and will be used without modifications. Subcontractors are required to submit fixed-price bids covering the entire scope of the project. Each proposal must follow the procedures outlined in this solicitation and be completed using the designated proposal form provided within the specifications and contract conditions. Only the official bid forms issued by Rising Sun Developing as CM/GC will be accepted. Any bid that does not adhere to these requirements may be deemed invalid and excluded from consideration. Contracts will be awarded based on the lowest responsive and responsible bid providing the best overall value. All trade contracts will be executed by Rising Sun Developing (CM/GC) on behalf of Morehead State University. The project must reach substantial completion as outlined in Article 28 of the General Conditions, with all work to be completed no later than July 19, 2027. A detailed construction schedule, establishing milestone dates and trade-specific timeframes, will be issued by addendum prior to the bid due date. This schedule, once issued, shall be considered part of the Contract Documents and will become legally binding upon award. Each trade contractor will be required to complete their respective scope of work in strict accordance with the timeframes established in this schedule. Direct Purchase Orders (DPOs) will be issued by MSU for individual material and equipment orders exceeding $100,000.00. For material and equipment purchases exceeding the $100,000 threshold, the associated values will be determined following the award of subcontracts. Bidders should exclude applicable taxes for qualifying items above this limit from their bid total. Only the official bid forms issued by Rising Sun Developing as CM/GC will be accepted. Project No. 24.0250 Conversely, taxes related to purchases below the $100,000.00 threshold must be incorporated into the contractor's scope of work and reflected in the overall bid amount. Each bidder shall submit the following as part of their sealed bid: A Bid Bond or Certified Check in the amount of 5% of the total bid, including all alternates. The successful bidder shall furnish a 100% Performance and Payment Bond covering the full contract value of the base bid plus any accepted alternates, with Rising Sun Developing named as obligee. A completed Form of Proposal, including all documents and attachments specified therein. Failure to provide all required forms and information may result in disqualification. Each primary bidder is required to have an authorized and knowledgeable representative present at the bid opening in the event an immediate post-opening review of the apparent lowest bid is conducted. While such a review may not occur in every instance, failure to have a representative available if requested may result in disqualification of the bid. Submitted bids shall remain valid for 60 days from the date of the opening. Withdrawal is permitted only in person and before the submission deadline. Clerical mistakes do not exempt forfeiture of the bid bond. Accordingly, prevailing wage rates do not apply to this project.
