Site work and paving for a mixed-use development in Saint Paul, Minnesota. Conceptual plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; sidewalk / parking lot; bridge / tunnel; and bridge / tunnel.

We are making significant improvements to Hwy 280 from I-94 in St. Paul to Hwy 36/I-35W in Roseville. In 2026 we will resurface Hwy 280 from I-94 to Hwy 36/I-35W, repair bridges, repair and resurface ramps, repair drainage and make additional improvements. Resurfacing of aging pavement on Hwy 280 will provide a smoother ride for motorists and extend the life of the existing highway. In 2028, we will make safety and accessibility improvements for those that travel along and across Hwy 280. These improvements are still being analyzed and considered. We will also permanently close the left turn from Hwy 280 to Broadway St. Northeast to prevent serious crashes from happening in the future. There have been a number of serious crashes and close calls at this traffic signal that have been at high speeds. These high-speed crashes are extremely dangerous and can lead to serious or fatal injuries. Summary of work 2026 Resurface Hwy 280 from I-94 to Hwy 36/I-35W Repair Hwy 280 bridges over the following locations: I-94 University of Minnesota Transitway and railroad tracks Energy Park Dr. Como Ave. Hennepin/Larpenteur Ave. I-35W Repair and resurface the following ramps: Energy Park Dr. Como Ave. Larpenteur Ave. St. Croix St. Repair drainage Install new traffic signs Replace guardrails 2028 Upgrade sidewalks to meet ADA requirements Install new traffic signals at Franklin Ave. and Territorial Rd. Repair bridges that carry traffic over Hwy 280 at the following locations: Wabash Ave. Franklin Ave. University Ave. Territorial Rd. Permanent closure of the left turn lane from Hwy 280 to Broadway St. Northeast Additional safety and accessibility improvements to streets along and across Hwy 280 are still being analyzed and considered The project is include in the State's 2025-2029 Capital Improvement Program (CIP). As of August 4, 2025, project is funded for construction April-October 2026, and Spring-Fall 2028. *Project information has been obtained through a public capital improvement plan (CIP).
